A year ago I tried to replicate the Arcane art style the best I could. It began with pencil & paper, scanned it. Followed the look of the show to the best of my ability, used Krita (aka free Photoshop) to lineart/color/shade with a pen tool, brush tools, etc.
This is all by hand.
