On my bus ride home this evening, I overhear the person behind me say “Oh man, DC finally passed a law to go after all those Maryland drivers!”
Yes, yes we did. It’s called the STEER Act. And it’s not limited to dangerous drivers from Maryland.

STEER Act in effect in DC. For the first time, DC has a mechanism to go after out-of-state drivers who rack up huge fines bc of unsafe driving but don’t pay them.
Meantime, here’s the last two fiscal years data on MD+VA drivers.
