Good thoughts by @AEleinen here. As a fan (and player), it would be great to have a ref give an early let but say “I want you to play that ball” or “your poor shot created the interference,” “You had a line to the ball available,” etc. Video ref has to be on the same page too.

The surge pricing is not a punishment. It incentivizes more drivers to stop what they're otherwise doing and go drive, or to drive a distance to go pick someone up in another part of the city. Assume the app also messages "due to a need for more supply."
