On Beyond the Headlines I said the NaRRA CEO salary sits uneasily at the upper end of Jamaican public-sector pay. I noted, however, that the post had been internationally advertised and that this may have influenced the higher range. I also referenced the Port Authority president’s visible package in its 2022/2023 annual report (basic near J$24.6 million plus seniority and travelling, total components around J$29.5 million), and pointed to New Zealand’s 2011 earthquake-recovery chief starting at NZ$500,000, roughly US$280,000, while noting that this aligned with New Zealand executive levels. The factors behind the NaRRA figure were unclear then.
The OPM’s clarification of October 9 confirms Ambassador Antony Anderson’s basic at J$40 million, with an assigned motor vehicle and 25% gratuity subject to performance. No housing allowance was offered, as that applied only to relocating candidates. The package was reportedly set by the Transformation Implementation Unit before recruitment and is said to be aligned with CEOs of larger bodies such as the NHT and Port Authority, and internationally benchmarked.
The NHT 2023 annual report listed the managing director at J$34.2 million, presumably increased since. That sits in the same broad band as the J$40 million basic, so the alignment claim is plausible.
Even with comparable figures at a few agencies, public unease is understandable while families await recovery relief. People are still without homes, schools and other infrastructure remain in disrepair.
However, accountability should not rest only on outrage [do not misunderstand me on necessity for scrutiny and a good protest] but on what accompanies the package. The Act requires a corporate plan, operating plan and estimates of revenue and expenditure to the Minister by 30 September. With operations starting around 1 November, the public needs clarity on whether the 2026 deadline applied or whether the first full plan falls due in September 2027. I suggest proactive release of the plan, with full proposed expenditure, by 1 December. The public must know the structure of NaRRA, what necessitated that initial 2 floor at Digicel building, staffing, total operating expenditure, etc.
Equally important are measurable performance indicators for the gratuity, a public dashboard of the project register with clear timelines, approaches to recovery efforts and structured consultation with communities still recovering from Hurricane Melissa.
Those are the tests of whether the package delivers value for money, especially given the inflation and other macroeconomic factors.
The government should ensure that NaRRA has a website that does proactive disclosure because necessary scrutiny will and should be on the agency. To whom much is given, much is expected.
This deserves contemplation

This has been my view for the longest while and I cannot fathom how the Gov has not acted on this commonsense idea. All those high risers should be required to build on-site catchment facilities. Such facilities have been required in Manchester for ages
While I agree that @mikeyabrahams is critical of both Gov and Opp, I disagree that commentators should claim political non-alliance when they have one (as most and probably all do). One can support a political ideology or party yet be fair and balanced

But IMO, the greatest malpractice is when one claims to be independent and "objective", while working for a political side. I believe it is better for public discourse when a speaker declares his/her side and from that perch speak. Who is speaking is as important as what is said.

Yes, PM, the indignity is in not having a house at all. But once the house is provided, how is that a justification for the plaque?
Also, if, as you say, the house was built with MY tax dollars, why is YOUR name on the plaque? – at Jamaica
There has been a lot of discussion about the plaque placed on the houses of the New Social Housing Programme. The plaque on Pauline’s house does not take away her dignity. The indignity is not having a house. Today, Pauline has a safe and secure home, and that is something to be proud of.
This house was built with your tax dollars. Every road, every school, every hospital and every house built with public funds is something the public should see and know about. Your money should never be spent quietly and without recognition.
But getting this house also comes with a responsibility. Pauline must continue to be an upstanding member of her community and give back through the way she lives and contributes.
That is what public investment should do, give people an opportunity to build a better life and strengthen their communities.

I want to take politics out of this for a moment and say something about President Joe Biden.
You can agree or disagree with his presidency. You can criticize his decisions, his policies, and his time in office. That's America.
But Joe Biden is also a father, a husband, a grandfather and a human being who is fighting a very serious battle with cancer.
This is a man who has experienced tremendous loss throughout his life and still spent decades in public service—from the United States Senate, to Vice President, to becoming the 46th President of the United States.
Cancer doesn't care whether you're a Democrat or Republican. It doesn't care how many elections you won, how much money you have, or what office you once occupied.
There should still be a line where politics ends and humanity begins.
I wish President Biden strength, comfort and peace as he continues this fight, and I pray for Jill Biden and the entire Biden family as they stand beside him.
I've always believed we can disagree politically without losing our humanity.
God Bless President Joe Biden. 🇺🇸🙏❤️

This question from Ronnie Thwaites. "Do you think Rubio can talk to Singapore the way he styles us?"
Many people say Ja has no choice but to do as the USA wishes. Lie! We have a choice, we just don't want to pay the price. Reducing dependency is one way to reduce vulnerability

Getting off the grid is rational, but not everyone can afford it. Businesses will opt to self provide.
BPL customers say they have already cut back on electricity use as much as possible and are rejecting calls to conserve more energy, with some now considering solar power as an alternative to rising bills and repeated outages.

What does Cuba have that the USA wants so badly? What is driving this craven desire to capture and control. And sadly, much of the rest of the world is helpless.
The CIA's covert operations in Ja in the 1970s were part of a regional strategy of control. The so-called threat of communism was the wool over our eyes. The use of local operatives is always part of the strategy, just like the slave trade.
