We are calling on Turquoise mountain to acknowledge the Hazara origins of the dastmal-e mohr, correct its public attribution, clarify whether Hazara artisans and communities were consulted, and commit to proper recognition, consent and ethical use of Hazara cultural heritage.

A new United Nations Women report says women-led organizations and women’s rights organizations in Afghanistan are facing severe funding shortages following reductions in international aid, forcing many to scale back services, dismiss staff and, in some cases, consider suspending or ending their operations.
The report, titled “Afghanistan Beyond Breaking Point: The Impact of Aid Cuts on Women-Led and Women’s Rights Organizations,” is based on a survey of 74 women-led and women’s rights organizations conducted in April 2026. According to the report, 61 organizations, or 82 percent of those surveyed, said they were at risk of closure.

Four years ago today, a suicide bomber entered the Kaaj Educational Centre in Dasht-e-Barchi and attacked Hazara students preparing for university entrance exams. Most of the victims were young Hazara women and girls.
Kaaj was not an isolated atrocity. Hazaras have repeatedly been targeted in schools, educational centres, mosques, maternity wards, public transport and other civilian spaces.
The consequences go far beyond those killed and injured: generations living with trauma; families losing their children; girls made to fear classrooms; communities pushed from public life; and young Hazaras learning that pursuing an education can cost them their lives.
Remembrance without accountability is not enough.
The international community must:
- ensure the situation of Hazaras is specifically documented and investigated through international accountability mechanisms;
- support independent investigation, preservation of evidence and prosecution of perpetrators;
- recognise and respond to the serious risk of genocide facing Hazaras;
- demand effective protection for Hazara schools, places of worship and communities; and
- ensure Hazaras, particularly women and survivors, are meaningfully represented in international discussions on Afghanistan.
Four years later, the victims of Kaaj still deserve truth, justice and accountability.

25 September | Hazara Genocide Memorial Day
Today, as we remember the victims of the Hazara Genocide, I am resharing my statement delivered at the 63rd Session of the UN Human Rights Council.
The persecution of Hazaras is not only a matter of history. Hazaras continue to face targeted attacks, forced displacement, seizure of ancestral lands, religious persecution and discrimination in Afghanistan.
Recognition of the Hazara Genocide matters. But recognition must come with accountability and prevention.
Today, I ask everyone working for human rights, justice and international accountability, governments, UN mechanisms, international organisations, lawyers, researchers, civil society and human rights defenders, to commit to this cause.
Document the crimes. Preserve the evidence. Support survivors and victims. Pursue accountability. And ensure that the warning signs of further atrocities against Hazaras are not ignored.
I particularly call on UN Member States to translate their commitments to atrocity prevention and the Responsibility to Protect into meaningful action. States must use the diplomatic, legal and political mechanisms available to them to protect communities at risk and support credible investigations into whether crimes against Hazaras meet the legal thresholds for genocide and other international crimes.
We cannot commemorate victims while allowing the conditions that produced their persecution to continue.
“Never Again” must not remain an empty promise.
On this Hazara Genocide Memorial Day, remembrance must strengthen our collective commitment to recognition, justice, accountability and prevention. #StopHazaraGenocide

Last week at the UN Human Rights Council, Accountability Watch Afghanistan, together with eight partner organizations, co-organized a side event to discuss the persecution of Hazaras and women and girls in Afghanistan.
The discussion highlighted the interconnected patterns of systematic discrimination, violence and persecution against the Hazaras and women and girls in Afghanistan, including targeted attacks, arbitrary detention, and restrictions on religious rights and freedoms of the Shia-Hazara community since the Taliban’s return to power in 2021. The event also explored the territorial and socioeconomic dimensions of marginalization and persecution of the Hazaras through cases of forced evictions and land dispossession as well as their long-term impacts and implications for protection, rights to housing, livelihood, safety and security, migration, identity, and belonging.

More than 2.6 million girls in Afghanistan have been denied a secondary education in the five years since the de facto authorities took power.
UNICEF calls on the de facto authorities to lift the restrictions on education and allow all girls and women to return to schools and universities immediately.

"The intl community, including the UN, have not developed a coherent, cohesive and unified policy."
