Sixth, expanding research capacity at HBCUs, TCUs, MSIs, and others! Expanding the award of grants outside the same highly-funded universities is critical if we want to broaden participation in STEM. This piece includes fellowships specifically for grads from these univs. 7/10

Seventh, more grad fellowships and traineeships! A wide variety of fellowships are expanded in capacity. Of course approps is usually the bottleneck here. I'm a believer that these funding models are superior to typical RAs in many ways, so happy to see this. 8/10

We should be working to make it easier for international students, not harder, to both study in the US and remain afterwards. There's also massive problems in mentorship, with federal agencies doing next to no follow-up to make sure advisors do their job and actually advise!

Why should you be concerned? This changes places a 4 year duration on student visas with a high bar for extensions, a serious problem when you consider that the average doctoral degree takes 6 years to complete. Worse still, students from some countries face a 2 year maximum.

#internationalstudents bring immense value to our campus communities and nation as a whole. We should be making it easier for them to study in the US, not adding more barriers like DHS has been trying to do repeatedly.
