Check out his follow up tweet as well! All data including Pokémon, items, moves, etc were all ported to LGPE just fine. Most of the stuff was simply turned off is all. I bet they are doing the same data porting in Sword/Shield but limit the Pokémon again. #BringBackNationalDex
