I didn't personnaly have issues but some people in the stream forums reported that issue. I think check there, it involves removing the link to uplay or something like that.

Steam version is good. You'll just have to limit your display to 60Hz and turn v sync on. The game's not meant to run above 60 apparently.

I'm about 2 hours in and I'm having a good time. Is it the most exciting combat? Definitely not. But it's definitely an immersive experience. I'm playing on PC so can't speak for Xbox, though I've heard it's locked to 30fps, so something to keep in mind (quality is identical).
