Just over 2 years since @EDcivilrights issued its September 22, 2017 DCL & we have some interesting notes from an opinion issued Friday. In wake of DCL (which laid out specific guidance while rescinding 2011 and 2014 Obama DCL’s) there’s a question as to whether it’s mandatory.
