Former Pentagon policy adviser and whistleblower Matthew Brown says he has “very good reason to believe” the human mind can be interfaced with remotely. In his interview with Jesse Michels, Brown said directed energy can “definitely” produce auditory effects, that information can be artificially relayed into the mind, and that “voice to skull” is the public term for one of the more basic approaches. He also described biotechnology, synthetic biology, directed energy and consciousness research as areas increasingly converging. The public record already contains technology that overlaps with parts of what he is describing. DARPA’s N3 program pursued high-performance, bidirectional brain-machine interfaces for able-bodied service members without surgically implanted electrodes. DARPA’s stated goal included technology capable of reading from and writing to neural tissue, with neural information encoded and decoded through modalities including electromagnetic, acoustic and optical energy. Then there is the RF hearing research. U.S. Patent US4877027A describes modulated microwave energy projected toward a person’s head to produce intelligible perceived audio independently of conventional external hearing. U.S. Air Force Patent US6587729B2 is titled “Apparatus for audibly communicating speech using the radio frequency hearing effect” and describes intelligible subjective sound produced through the RF Hearing Effect. Brown also referenced dream manipulation research at MIT. MIT’s Targeted Dream Incubation work uses timed sensory cues to steer dream content during sleep onset. Researchers have also published work on “targeted dream incubation at a distance,” meaning a remote, sensor-free protocol using timed audio cues through an online interface.
