[IN FULL] Statement by Sung Ki-hong, Senior Presidential Secretary for Public Relations and Communication, on 27 September (Sunday) regarding the repatriation of North Korean prisoners of war and the Ukrainian government's attitude The issue of the repatriation of North Korean prisoners of war to South Korea is an extremely sensitive matter, both internationally and domestically, concerning security, diplomacy, national defence and human rights, and has been the subject of thorough discussions over a long period. The Ukrainian government has, on several occasions, discussed the issue of the repatriation of prisoners of war with our side through various channels. During the discussions, it requested confidentiality, stating that "since the matter was extremely sensitive, there could be domestic criticism that, by agreeing to their repatriation to South Korea, Ukraine had forfeited the opportunity to exchange them for a large number of its own prisoners of war, so the fact of their repatriation to South Korea should not be disclosed". Our side also agreed to non-disclosure, taking into consideration various aspects, including the safety of the prisoners themselves and their families, as well as diplomatic and security considerations, and proceeded with the repatriation process. However, at the recent United Nations General Assembly, the Ukrainian government unexpectedly and unilaterally disclosed, through the [Ukrainian] President's address, the North Korean prisoners of war's transfer to South Korea, without providing sufficient prior explanation or engaging in specific consultations on the matter. As this led to unnecessary controversy domestically [in South Korea], President Lee Jae Myung expressed regret over the disclosure, which contravened the non-disclosure agreement. In response, the Ukrainian presidential office this time announced, contrary to the facts, that "there was never any agreement on non-disclosure", without any consultation, understanding or even prior notification. As a result, controversy has even arisen domestically over allegations that the President lied. While it is an extremely serious matter that the Ukrainian side violated the non-disclosure agreement between the two countries and unilaterally made the disclosure without prior consultation or even notification, the fact that the press office of the Ukrainian presidential office announced the falsehood that there had been no non-disclosure agreement, in response to our President's legitimate public remarks based on facts, seriously undermines trust between the governments of the two countries and constitutes an act that causes grave disruption to the friendly relations between the two countries. Accordingly, we express our strong regret over the Ukrainian government's unilateral disclosure in violation of the agreement, followed by its false public statement denying the existence of the non-disclosure agreement, and demand an official explanation and apology. We are also reviewing additional measures necessary in relation to this matter. Regarding this issue, we also express our deep regret that certain figures within South Korea, rather than pointing out the Ukrainian government's wrongdoing, are politicising a sensitive diplomatic and security matter related to the national interest and defending the unjust actions of the Ukrainian side and undermining the national interest. We ask that they refrain from making unverified false claims or assertions that are contrary to the facts.
