DHS IS ANALYZING VOTER ROLLS FROM AT LEAST 47 STATES — HERE'S HOW THE INVESTIGATION WORKS A September 24 Reuters investigation reveals new details about a nationwide federal effort to identify potentially unlawful voter registrations and voting activity. The Department of Homeland Security is not simply reviewing voter rolls in isolation. It is combining state registration records with commercial identity information and federal databases to identify discrepancies that warrant further investigation. Reportedly, this is the process: OBTAIN STATE VOTER ROLLS. DHS has obtained voter-registration records from at least 47 states. Some states supplied complete records, while investigators have obtained public, redacted versions from others. SUPPLEMENT MISSING INFORMATION. DHS is using Accurint, a commercial identity-data service, to supplement voter records with information that may assist in identifying individuals across different databases. CROSS-CHECK FEDERAL RECORDS. Investigators are comparing the augmented voter rolls against records from four separate federal data sources: Immigration and Customs Enforcement (ICE) ICE maintains immigration enforcement and related investigative records. These may help investigators examine whether a particular individual has a documented immigration history relevant to the citizenship inquiry. U.S. Citizenship and Immigration Services (USCIS) USCIS maintains immigration-benefit and naturalization records. These are particularly relevant when determining whether someone who was previously a noncitizen subsequently became a naturalized U.S. citizen. U.S. Department of State State Department records can provide citizenship-related information, including certain passport and consular records. Social Security Administration (SSA) SSA records can assist with identity matching, including verification of names, dates of birth, and other identifying information, subject to applicable access restrictions. This is to identify potential noncitizen registrations. INVESTIGATE THE DISCREPANCIES. Hundreds of federal personnel have reportedly been assigned to the initiative. DHS Secretary Markwayne Mullin says 1,620 cases are under investigation currently, with additional cases being identified. An initial match identifies a potential discrepancy. SCOTUS OPENS THE DOOR TO A POWERFUL NEW LAYER OF ELECTION SECURITY Today, September 25th, the Supreme Court has just temporarily cleared the way for the federal government to resume using DHS’s SAVE system to help states verify voter eligibility. For years, states have carried much of the responsibility for maintaining accurate voter rolls - but they don't necessarily have access to the federal immigration and citizenship records needed to independently verify every questionable registration. Now, federal tools are available to help. According to the administration’s Supreme Court filing, the updated SAVE system has already been used to verify more than 65 MILLION voter records across 26 states, while identifying 28,635 records requiring further review as potential noncitizens. And this is exactly how the system should work: Federal government provides the data. States review the matches. States determine eligibility. Eligible citizens remain eligible. Ineligible people are removed. This is not about blindly removing people from voter rolls. It's about giving election officials access to information they previously couldn't easily obtain, or could not access at all - and giving them another tool to identify potential problems and verify eligibility. With the November election approaching, the ability of federal and state governments to work together on accurate voter rolls is a significant development. Federal tools + state verification + due process = a stronger election administration system. The technology is now available and legally accessible.
