Participants are (almost) never forced to disclose their work to Kaggle or the sponsor. Your argument is wrong.
Exceptions include the Zillow competition (oops). Other exceptions include prize winning. And there you can opt to not accept the prize and not disclose your work.

This needs to be addressed .
There has been a lot of high level cheating on @Kaggle lately. Far from hiding the fact, the worst offenders are celebrating it and promoting it. However, this will have a lot of negative repercussions not only for them, but for their networks and the whole Kaggle platform.
