🇰🇬 FORMAL APPEAL TO THE GOVERNMENT OF THE KYRGYZ REPUBLIC Subject: Reconsideration of the Islamic Republic’s Diplomatic Representation in Bishkek To President Sadyr Zhaparov, Foreign Minister Zheenbek Kulubaev, and @MFA_Kyrgyzstan, On September 24, 2026, your Foreign Minister met with Abbas Araghchi in New York, reaffirming plans to strengthen bilateral cooperation with the Islamic Republic. But such diplomatic decisions cannot be separated from the atrocities committed against the Iranian people. On January 8 and 9, 2026, the Islamic Republic’s security forces carried out mass killings of protesters and civilians across Iran. The authorities imposed a nationwide communications blackout while security forces fired on demonstrators and bystanders. Hospitals and morgues were overwhelmed, and families were left searching for their loved ones. Human rights organizations have documented thousands of deaths. These were not ordinary incidents of civil unrest. They were mass atrocities demanding international accountability. Against this background, continued diplomatic cooperation with the Islamic Republic cannot be treated as a routine matter without confronting its human rights record. We formally call upon the Government of the Kyrgyz Republic to: Review and withdraw the diplomatic acceptance of the Islamic Republic’s representatives in Bishkek through the applicable procedures under international law. Establish direct official communication with Crown Prince Reza Pahlavi and his designated representatives. Consider formal recognition of a Pahlavi-led Iranian transitional representation through the appropriate legal and diplomatic process. The Vienna Convention on Diplomatic Relations provides mechanisms for addressing the status of foreign diplomatic personnel. We urge your government to consider these mechanisms seriously. Iran is not the Islamic Republic. Diplomatic relations with a nation must not be confused with unconditional acceptance of a government responsible for mass repression.
