All these cars can fit about 5 people each...
A bus could probably fit around 40 or 50...
A single Amtrak train could fit 300.

Interesting that engineers think there's a high enough chance of driving into a ditch that guardrail is installed. But engineering measures to slow down drivers are resisted.
I'm not saying all sidewalks need guardrail, just that status quo engineering priorities are curious.
