President Bola Ahmed Tinubu has approved the establishment of military battalion in Iseyin and Kishi towns in the Oke-Ogun Area of Oyo State. The General Officer Commanding (GOC) 2 Division, Major General AB Mahmuda, said this on Independence Day during a courtesy call on His Imperial Majesty, Oba Abimbola Akeem Owoade, Ikú Bàbá Yèyé, the Alaafin of Oyo. The two battalions in Oke-Ogun will be under the control and supervision of the newly established Military Brigade and Garrison in Oyo town, Oyo State.

UNDER A ROBUST MCDPPP FRAMEWORK The cost implications for the South-East Governors' Forum to co-fund or attract private equity for the South-East Gas Pipeline Network (SEGPN) involve a capital investment ranging from USD$750 million to $2 billion, structured primarily through a 70/30 debt-to-equity model with a significant role for private investors and minimal direct state cash outlay. INITIAL FINANCING CAPITAL AND INVESTMENT REQUIREMENT FOR TRANCHE ONE 500KM MEDIUM PRESSURE PIPE- USD$750MILLION This cost estimate of USD$750million is focused on doing a Medium-Pressure Network) This 500km medium-pressure pipeline network will link Aba, Nnewi, Onitsha, Awka, Enugu,Okigwe, Abakaliki, and Owerri and Orlu. This is considered a "modest" cost by national standards for a project with transformative potential. I am also aware of a 2018 presentation to the South East Governors' Forum outlined a more ambitious 800km large and medium-diameter pipeline with a capacity of 1–2 Billion SCFD, requiring $1.2 billion to $1.5 billion in capital. FINANCING STRUCTURE; The Funding Structure will be tailored towards a 70/30 Debt-Equity Model The project is envisioned as a Private Investor-led Public-Private Partnership (PPP), with the following financial architecture: This means that for the first tranche UAS$750million project, the debt will be billion would be USD$525million and USD$225 million would be equity. Developer Incentives: The financial model includes a 5% development fee for project developers and 5% for SE Governments/communities for Right of Way and permits, with the remaining 90% purchased by investors at financial close. OPERATING COST RECOVERY AND REVENUE MODEL: Tariff Mechanism: The Petroleum Industry Act (PIA) 2021 allows for capital cost recovery through tariffs over a determined period, including a capacity charge and commodity charge. The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has approved an interim transportation tariff of $1.13 per Mscf for similar infrastructure. Revenue Streams: The project envisions a gas sales agreement (GSA) mix of 50% to Power Generation, 30% to Commercial Feedstock, and 20% to City Supply Franchises. This diversified offtake reduces demand risk Return on Investment: A study on a Build-Operate-Transfer (BOT) model for Nigerian gas pipelines suggests a potential Internal Rate of Return (IRR) of 22.65% under a 64:36 debt-equity mix. BROADER FISCAL IMPLICATIONS FOR THE 5 SOUTH EAST GOVERNORS... MINIMAL DIRECT CASH OUTLAY; The state governments' primary financial contribution is land and rights-of-way, not cash. This preserves their limited fiscal resources while still enabling the project. Job Creation and Economic Multiplier: The project is projected to generate 200,000 direct and indirect jobs and enable 2,000–4,000 MW of self-sufficient power generation, which would significantly boost the regional economy and tax base.

Learn to play the long game, not everything needs instant gratification. In the grand scheme of things, this postcode unlocks and makes all these things you want to be done instantly easier to implement. e.g. building based postcodes enables better social register and opens opportunity for targeted social impact programs, data collection on budget performance and efficiency is also going to be better and targeted budget implementation essentially becomes possible, among other use cases. This postcode rollout feels like a small thing, but remember the offshoot grows and takes root in the soil before the tree gets its trunk, branches, leaves and fruits we all appreciate.
