The full changelog is 10,626 words and 66,550 characters, which is more than double Steam’s character limit for update posts. Pocketpair publishing lead John “Bucky” Buckley said the team had to find a different way to publish the notes without removing any information.

It depends, as I'm saying above: let's take the worst case (the 3months/y) period. I know many people who own in Italy and spend less than 3 months there each year.
