You don’t understand the first thing about how a child’s mind works. Children (especially young children) are unreasonable and irrational by nature. They can’t help it. Their brains aren’t fully developed. If you allow them to only comply when they understand the reasons and agree with your rationale, you are guaranteed to end up with unruly, awful kids who are miserable and make everyone else miserable. Children will not understand many of your rules and probably won’t agree with any of them. But they still need to follow the rules. They still need to comply.
