Little wonder he's pushed the provincial debt to half a TRILLION dollars, more debt than many countries.

WHO demands answers from Russia over the plague
The World Health Organization has requested information from Russia about a second employee of the Irkutsk Anti-Plague Institute who was diagnosed with pneumonia of unknown origin.
The WHO also wants to know the cause of death of laboratory technician Darya Shipilova and what pathogen prompted the measures introduced in the region.
Russia predictably denies everything.
The Kremlin claims that the media are spreading a lot of “false information” about a possible plague outbreak.
Trump announces a call with Putin to discuss the plague outbreak in Russia
Russian news agencies reported that a call is expected, but did not specify what it would be about.
The US is preparing a diplomatic request to Moscow demanding details about the death of an employee at a plague research institute in Irkutsk Region and the subsequent quarantine, The Wall Street Journal and The Washington Post report.
The situation has also raised questions in China. Beijing said it supports cooperation with Russia in combating infectious diseases, including the plague.

Darya Shipilova, the Shelekhov lab worker who died, was admitted to hospital 29 Sept. Tracked flights had already left Irkutsk since 26 Sept for Moscow, Beijing, Bangkok, Phuket and other cities, approximately 40 in total, right across the world.
