Today is the International Day for the Eradication of Poverty. Poverty and disability are deeply connected. Across Canada, many people with disabilities continue to face poverty due to systemic barriers in employment, income supports, and social systems. Ending poverty requires policies that recognize these realities and ensure people with disabilities have the income and supports they need to live with dignity. Today we reflect on the work still needed to build a more equitable Canada. No one with disability living in Canada should have to live in poverty. We continue to advocate for a properly funded Canada Disability Benefit that does what it was designed to do - bring people with disabilities out of poverty.

Our fifth public policy recommendation for this session of Parliament focuses on inclusive employment. Ready, Willing and Able (RWA) is one of Canada’s most successful inclusive employment initiatives. Delivered nationally by Inclusion Canada and the Autism Alliance of Canada, RWA has helped facilitate more than 6,500 jobs for people with intellectual disabilities and people with autism across every province and territory. RWA works with employers throughout the hiring process—helping them strengthen their inclusive recruitment practices, connect with qualified job seekers and create the conditions for lasting employment success. But continued progress requires continued investment. We are calling on the Government of Canada in the upcoming federal budget to commit to further investing in the program over the next five years, beginning in 2027, to continue and expand Ready, Willing and Able. Renewing RWA will help more people with intellectual disabilities and autistic people find meaningful employment—and help more Canadian employers access talent, strengthen their workforces and build inclusive workplaces. Learn more about RWA and join us in calling for renewed federal funding: readywillingable.ca @AllianceAutism

As Parliament resumes, Inclusion Canada’s third federal policy recommendation is clear: no one should be forced into guardianship simply to access a disability savings program. The Registered Disability Savings Plan (RDSP) helps people with disabilities build greater long-term financial security. However, some people with intellectual disabilities can face barriers to opening an RDSP when their capacity to enter into a contract is questioned. The temporary “qualifying family member” provision allows a parent, spouse or sibling to open an RDSP on the person’s behalf where supported decision-making legislation is not available. This essential provision is scheduled to expire at the end of 2026. If that happens, people could once again face pressure to pursue restrictive and unnecessary guardianship arrangements—or be prevented from accessing the RDSP altogether. Inclusion Canada is calling on the federal government to: • Make the qualifying family member provision permanent; • Continue to include siblings as qualifying family members; and • Work with disability organizations, provinces and territories to develop a new inclusive, trusted supported designation approach across federal disability programs, including the Disability Tax Credit and Canada Disability Benefit. People with intellectual disabilities should not have to give up their right to make decisions in order to gain financial security. The upcoming federal budget must protect access to federal disability supports and not take away individual rights. As Parliament resumes, Inclusion Canada’s second federal policy recommendation is clear: modernize the Disability Tax Credit and reform how people qualify for federal disability benefits. The Disability Tax Credit was never designed to determine eligibility for income-support programs. Yet DTC certification is now required to access the Canada Disability Benefit and other important supports. For many people with intellectual disabilities, the DTC application process is inaccessible, burdensome and duplicative—particularly when they have already undergone a rigorous assessment to qualify for a provincial or territorial disability income program. Approximately 40% of people with intellectual disabilities who qualify for provincial and territorial disability programs are nevertheless denied access to the DTC. As a result, many are also shut out of the Canada Disability Benefit. Disability policy should not be driven by tax policy. Inclusion Canada is calling on the federal government to: • Decouple eligibility for the Canada Disability Benefit from the DTC; • Automatically recognize recipients of provincial and territorial disability income programs as eligible for the CDB; • Continue modernizing the DTC and the broader federal disability eligibility system; and • Align DTC eligibility criteria with the broader definition of disability in the Accessible Canada Act. Ableism isn’t always obvious. It can show up in attitudes, assumptions, policies, systems, and everyday interactions. And whether it’s intentional or not, the impact can be exclusion. The Ready, Willing and Able (RWA) program is effective because it connects businesses facing labor shortages with an overlooked, highly motivated pool of talent: people with intellectual disabilities and autism. It helps employers fill actual open positions with their current staffing structures rather than creating temporary or artificial roles. Today’s Regina Leader Post newspaper shares tangible examples of how RWA is helping employers and employees and making a positive difference in communities. Inclusion Canada CEO Krista Carr also highlights the capabilities of job seekers and how RWA creates economic inclusion. “There’s a ton of talent there that could be employed within businesses here in Canada to fill labour market shortages, while also creating meaningful employment opportunities for people who want to work”. Ready, Willing and Able is a national initiative delivered by Inclusion Canada and the Autism Alliance of Canada and supported by the Government of Canada. Shout out to our friends at Inclusion Saskatchewan for supporting this news opportunity! @AllianceAutism

“It’s not just a disability program.  It is workforce development. It is economic participation and it is really good, smart public policy”   Great remarks by Julie Smith, executive director with the PEI Association for Community Living. Julie talked with host Louise Martin on CBC Compass TV on the positive impacts of the Ready, Willing and Able (RWA) Program.   RWA works with both employers and people with intellectual disabilities and autism and has resulted in 6,300 job opportunities – including 110 across Prince Edward island.   As Smith points out, these weren’t “special jobs” but are current, operational roles that employers needed to recruit for. RWA demonstrates people with intellectual disabilities and autism are a great fit as employees for businesses of all sizes and sectors.   RWA is a national initiative by Inclusion Canada and the Autism Alliance of Canada and supported by the Government of Canada. People with intellectual disabilities have the right to live inclusively and be included in communities just like everyone. But current CMHC mortgage insurance rules can make it more difficult and expensive for non-profit housing providers to purchase units located on different floors of the same condominium building. Instead, the rules favour purchasing an entire building or grouping units together on one floor. This is not inclusive housing. Inclusion Canada supports Community Living Toronto’s call to update these rules. Federal housing policies should make inclusive housing easier—not create incentives to separate people with intellectual disabilities from their neighbours. The Canada Disability Benefit was meant to help lift people with disabilities out of poverty. For many, it only amounts to a maximium of $6.80 a day- nowhere close to covering rent, groceries, or medication and other costs of living with a disability. Medical Assistance in Dying (MAiD) is back in the news and in the court system today. Here is a refresher on why Inclusion Canada and a coalition of disability organizations and citizens have deep concerns. Most people in Canada believe MAiD is only available for people at the end of life. But the federal government added a second tier—for people with disabilities and only them—who are not dying. Instead of making it easier for people to die – our governments should be addressing the root causes of their “suffering”: high poverty, inadequate housing, lack of disability supports and social isolation. Learn more about MAiD’s harmful impacts on people with disabilities.
