If we look at what DevSecOps really is as a concept we need to ensure that the processes are occurring upstream to have a meaningful impact. We need both QC and QA to be enacted creating an end-to-end PDCA lifecycle
This was also implemented in the famed Three Ways of DevOps detailed in The DevOps Handbook
