An extremely relevant paper, given the renewed concern that wealth taxes lead to massive out-migration:
The Norwegian wealth tax "exodus", discussed in global media, never happened. At most 100 individuals left. Tax revenue increased by +71.5%. No changes in business activity.
Norway's controversial 2021–2024 reforms nearly doubled the tax on business wealth. Firms of affected owners did not invest less, and outmigration was limited to the very top, from @Mariusring nber.org/papers/w35854

Llegó la respuesta del Servel del oficio que ingresamos por el caso Cerimedo y deja algo grave a la vista: Numen, la empresa de Cerimedo, facturó $25,7 millones a tres candidaturas a la Convención en 2021. Pero cuando se trata de seguir la ruta de esa plata, el Servel reconoce que no tiene facultades para fiscalizar a proveedores extranjeros ni para saber qué ocurre con el gasto político digital que se mueve por fuera de las rendiciones.
Desde el 2021 el Servel recibió 321 denuncias por desinformación, bots y perfiles falsos. 269 fueron archivadas porque la ley ni siquiera las considera infracciones electorales. En cinco años, cero sanciones por amplificación artificial con cuentas automatizadas.
En agosto advertí este problema. Ahora el propio Servel lo confirma y propone cambios legislativos. El Gobierno tiene que patrocinar nuestro proyecto y ponerle urgencia. Porque si una empresa vinculada a una operación de propaganda digital puede facturar millones a candidaturas y después el Estado no tiene cómo seguir esa plata ni fiscalizar lo que hace, tenemos un hoyo enorme en nuestra democracia.
