According to the Deadlock lore, Baba waited 50 years to end up at the site of the ritual, specifically in a New York park. She is literally immortal (based on a voiceline when she killing Mina). Baba was apparently part of a SoHo Coven and could use magic even before the first Maelstrom. She clearly knew some of the secrets of the universe. Baba wants to revive her SoHo Coven, restore its former glory, and destroy the Bureaucrats and tourists all over New York. Billy, Ratking, and seemingly all the characters who ended up on the streets or were oppressed by the government or aristocrats respect Baba. A lot of them really like her. From her dialogue with Seven, we learn that there is some incredibly powerful force inside Baba that she is currently able to hold back. As long as she contains it, the government doesn't care about her actions. But if she weakens and loses her touch with her witch tricks, she will quickly become a massive problem for New York. She is quite strong, and all she really wants is essentially a peaceful, chill life. Fun facts: She threw a brick at the mayor of New York. She hates another grandma who doesn't know how to make tea, which is why she has about 10 voicelines insulting her or calling her worthless. Baba absolutely despises all tourists. She believes there are REAL NEW YORKERS, and that all the other newcomers are from another universe and know nothing about real life and freedom.
