That represents $104.9 billion in giving capacity for eligible students.
But 20 states are leaving another $83 billion on the table.

The credit is nonrefundable, so claiming the full amount requires having some tax liability. We’ve talked about the nearly 52 million students who could be eligible for scholarships through the Education Freedom Tax Credit.
Now consider the other side of the equation: 121.5 million taxpayers could be eligible to claim the credit for donations to scholarship-granting organizations.
That’s a potential donor pool unlike anything we’ve seen in federal education policy.

Federal School Choice Could Be Huge (via @WSJopinion)
While federal taxpayers anywhere can donate, states must opt into the program before their students can benefit. So far 19 mostly Democratic states, plus Washington, D.C., have declined. Mr. Graff’s (@parthurgraff) report estimates their taxpayers have about $83 billion in scholarship giving capacity. That money could soon be flowing elsewhere because donors in a a state that opts out can still give to qualified recipients in other states.
