Because it would delay the tendering process further. No Christmas special means you save a bit of time getting a new series going. But it's going to be 2028 at the earliest. 2029 / 2030 at least if there was a Christmas special.

I think the classic monsters have been explored enough. The Doctor can defeat them. We need something new and as mysterious as the Doctor.

In a twist to the AI Doctor Who stuff all the enemies of the Doctor become sentient and move across from AI world to this world.
It is going to be a very long time before Doctor Who comes back which I think everyone realises. But it should only come back if it is given a decent budget that will match a writer's imagination. Now, that's gonna take a while so the question is WHO is up for the job 😆
