At the 77th Session of the UNHCR Executive Committee (ExCom) in Geneva, I delivered a clear call to the international community to move beyond mere pledges and deliver tangible, lasting results for refugees and the communities that host them. As the world marks the 75th anniversary of the 1951 Refugee Convention, the core principles of international solidarity and protection are under acute strain from protracted global crises and uncertain funding environments. Pledges are not an end in themselves, the true measure of success is whether international commitments translate into real support building self-reliance, expanding inclusion, and strengthening national systems in host countries. I called on all global stakeholders to fulfill existing pledges and clearly communicate their real-world impact, support host-country leadership with predictable financial, technical, and material cooperation, ensure the active participation and leadership of refugees and host communities in decision-making, prepare ambitious, realistic, and grounded commitments for the next GRF. As a co-convenor and co-host of the Global Refugee Forum, I reaffirmed our commitment to working with all partners to ensure the Global Compact on Refugees serves as a vehicle for concrete progress in the lives of displaced people worldwide. #UNHCR #ExCom77 #RefugeeProtection #GlobalCompactOnRefugees #GRF2027

I held a discussion with a delegation from the @WorldBankGroup at my office regarding a new initiative: the Refugee Credit Access and Digital Verification Pilot. For years, we have worked to ensure that refugees in Uganda are not merely hosted, but truly empowered. Many have built thriving businesses and sustainable livelihoods. Yet, too often, they remain locked out of formal credit because financial institutions cannot easily verify their identities. This pilot is designed to remove that barrier. Implemented jointly by the @OPMUganda, @NITAUganda1, @UNHCRuganda, financial regulators, and licensed institutions, our approach is practical: start small, learn directly from the ground, include host communities, and scale up what works. I extend my sincere thanks to the @WorldBankGroup for their steadfast partnership.

This morning, I opened the Uganda Anticipatory Action Donor Conference in Entebbe, where we engaged with our development partners, the @UN system, @WFP, embassies and all stakeholders for supporting Uganda's disaster preparedness efforts. Uganda faces growing risks from floods, landslides, drought, and food insecurity. We must move from responding after disasters to acting before they become emergencies. Key progress includes the Uganda Roadmap for Anticipatory Action 2026–2031, the Multi-Hazard Integrated Early Warning System, and the National Anticipatory Action Dialogue Platform. Our priority now is implementation. I called upon partners to support anticipatory financing, early warning systems, locally led action, and capacity strengthening.

Last evening, I joined members of the Indian community in Uganda at the Indian Community Temple in Bukoto, Kampala, for the Ganesh Utsav (Ganesh Chaturthi) celebrations organized by the Marathi Mitra Kampala community. Marathi Mitra Kampala is a socio-cultural association representing the Marathi-speaking Indian diaspora residing in Uganda. This annual festival serves as a joint cultural celebration where the Indian community hosts Ugandan nationals and local leaders, fostering cultural exchange, unity, and strong inter-community relations. May Lord Ganesha remove every obstacle from your path and fill your life and home with peace, joy, and prosperity.

On Wednesday, at Kiryandongo Refugee Settlement, I commissioned new community infrastructure built in partnership with LISA and @MuslimCharityUK, including 6 mosques, a classroom block and water harvesting facilities worth over UGX350M and launched relief food distribution. During the visit, I reiterated our stance against corruption in refugee registration and documentation. All processes under @OPMUganda, @UNHCRuganda, and our partners must remain free, fair, and transparent. We continue to encourage voluntary repatriation for those whose home countries now enjoy peace, allowing us to stretch our dwindling resources to support those still facing conflict. We also look forward to addressing settlement infrastructure gaps under DRDIP II which we shall launch in October 2026.

It was a pleasure hosting H.E. Sigrid Sommer, the German Ambassador to Uganda, for a courtesy visit at my office this afternoon. We held fruitful discussions on service delivery in Refugees and host communities, voluntary repatriation, and emergency preparedness for the upcoming El Niño season. Ambassador Sommer reaffirmed Germany's ongoing commitment to supporting Uganda, highlighting key areas such as education infrastructure, water supply projects, reservoirs, and local economic development in Lira and Lango. I thank Her Excellency for her visit and look forward to our continued partnership.

This morning, I hosted Her Excellency Signe W. Alhjøg, the Danish Ambassador to Uganda, and her team for a courtesy meeting in my office. We discussed the status of refugees in Uganda, the new settlement being opened in Kitgum, and the need for clear and transparent allocation of resources. I also shared the government's plan and request for support in building dams and silos in Karamoja to address drought and food storage challenges. I thank Her Excellency and her team for the visit and for Denmark's continued partnership with Uganda, including youth empowerment, refugee resilience, and a new multi-sector response covering health, education, and water. We look forward to strengthening our collaboration for the benefit of refugees and host communities.

I extend my sincere gratitude to the @Archbp_COU, His Grace Dr. Stephen Samuel Kaziimba Mugalu, for sparing your valuable time to visit us at St. Mary’s Church of Uganda, Adekokwok, during your farewell visit to the Diocese of Lango. The entire congregation and I were truly overjoyed to receive you and to have your blessing upon our project of constructing a more spacious church, estimated at over UGX 3 billion upon completion. I personally took up this initiative, inspired by the Word of God in Haggai 1:8: "Go up into the mountains and bring down timber and build my house, so that I may take pleasure in it and be honored." Once again, I thanks our Bishop, Prof. Alfred Olwa, and all the church members for your support and contributions that have brought us this far.

This evening, I fulfilled my pledge by delivering school uniforms to 456 pupils at Olilo Primary School. Keeping children in school by curbing absenteeism and reducing dropout rates remains top priority. This effort builds on our ongoing rehabilitation of a two-classroom block at the school, funded at UGX 54.8 million. I will install a solar lighting system to facilitate learning and provide examination testing papers to help teachers prepare pupils for national examinations to make Olilo Primary School a model school in Erute South. In addition, I will establish a vocational school where dropouts can acquire computer and practical skills for holistic learning.

I recently addressed the exit meeting at Margarita Palace Hotel in Lira City, bringing together government officials and key stakeholders from across the Lango sub-region. The engagement focused on reviewing findings from the Minister of State for Economic Monitoring @Santaalum regarding the implementation of government programs and service delivery. I was pleased to receive constructive feedback from local leaders, who highlighted both notable successes and the practical challenges facing their respective districts. During the meeting, I issued a stern warning against any form of corruption in the implementation of key initiatives, including the Parish Development Model (PDM) and the livestock restocking program, as well as all other interventions designed to eradicate poverty. To ensure full accountability, the Prime Minister last week assigned three ministers to monitor the restocking program across the Lango, Teso, and Acholi sub-regions. Their mandate is to investigate reports of payments made to ineligible beneficiaries. I will personally be joining this fact-finding exercise in Lango to guarantee that these restocking and compensation funds are protected from mismanagement and reach their intended recipients. As leaders, we must remain exemplary in the fight against corruption. His Excellency President @KagutaMuseveni continues to dedicate significant resources toward the development of our people. We cannot allow self-serving actions to sabotage vital government programs including upcoming initiatives like NUSAF 4 and DRDIP that are specifically designed to uplift our communities.
