Former Rwandan army sergeant major Robert Kabera, 50, who became a vocal critic of President Paul Kagame, has been found beheaded on the outskirts of Kampala, Uganda. Kabera fled Rwanda and sought asylum in Uganda, citing political persecution. He later gained over 144,000 YouTube subscribers through videos criticising Kagame's government. Ugandan police say his head is still missing. His family says he disappeared after travelling to inspect a construction site outside Kampala. His widow, Jeanne d'Arc Rwigema Uwizeye, now fears for her family's safety. The motive behind the killing remains unknown, and Rwanda has not publicly commented.

🚨 Africa Economic Outlook The IMF expects growth in sub-Saharan Africa to remain above four percent. However, that figure masks a deepening liquidity crisis. In some African countries, debt servicing now absorbs between 30 and 50 percent of tax revenues, leaving less money for hospitals, roads and schools as billions of dollars are transferred to foreign creditors.

🚨 The Malian army and its Russian paramilitary allies have killed civilians in violation of international law, while their rebel opponents have done likewise, Human Rights Watch (HRW) said on Monday. "The Malian military, armed groups and insurgent forces are committing grave laws-of-war violations while international organisations and governments largely stand by," the rights watchdog said in a new report. It urged the African Union's Peace and Security Council to "urgently take action to prevent further atrocities" in the west African country.

🚨 An increase in killings of women in Cameroon spurs protests Femicide cases in Cameroon have reached a “cruel” and “alarming” proportion, Women’s Affairs Minister Marie-Thérèse Abena Ondoa recently told the state broadcaster as she promised more action from the government. “The current economic situation in the country is not helping matters. With limited resources, many women tend to endure violence in their marriages, hoping that their men will change, which is not usually the case,” she added.

🚨 STOP AFRICA EXPLOITATION WEEK: The protests come as South Africa seeks to expand oil and gas development to attract investment and bolster energy security. The government presents natural gas as a complement to renewable energy, saying gas-fired plants could provide electricity when wind and solar output drops. Despite legal setbacks, British energy giant Shell plans to drill up to five deepwater wells in the Northern Cape Ultra Deep block off South Africa’s west coast to explore for and assess oil and gas deposits. The project’s environmental approval has drawn appeals. Protesters say such plans risk prolonging dependence on fossil fuels at a time when countries should be cutting emissions.
