More relevant than ever today, given the context.
We see the tension between poor policymaking (particularly the rapid and poorly sequenced lifting of subsidies), external actors such as the IMF and World Bank, which advocated subsidy reform but explicitly recommended a gradual approach, and the tensions within the Syrian establishment between “traditional reformers” and the emerging class of “new businessmen.”

I'm far from convinced there's money for tax cuts any time soon, under any conceivable future government.
But if there is, the priority should be tax cuts that drive growth, not tax cuts that sound nice.

If the EU wants to be powerful, it has to first reform internally so it can effectively use its power, and then make a mental transition to accepting that it's perfectly fine to use leverage to fulfill its set goals. As things stand, the inept wielding of power makes it possible for European non-EU countries to receive special treatment and privileges from the EU without an honest desire to join. They can have their cake and eat it too. When Europe learns how to penalize, not just reward, that's when it will become powerful.
