OFFICIAL PUBLIC STATEMENT MOYALE, ETHNIC HARMONY, AND THE DANGERS OF MISINFORMATION IN THE HORN OF AFRICA Issued by: Suldaan Abdikariim Farah Dagaal Traditional Leader, Journalist, Human Rights Advocate and Political and Security Analyst Republic of Somaliland October 28, 2026 As a traditional leader, journalist, and human rights advocate from the Republic of Somaliland, I consider it my moral responsibility to address the situation in Moyale, the spread of misleading information, and attempts to provoke ethnic hostility in the Horn of Africa. RESPECT FOR ETHIOPIA’S SOVEREIGNTY Moyale is within the Federal Democratic Republic of Ethiopia. I fully respect Ethiopia’s sovereignty, territorial integrity, and the authority of its government to address matters within its jurisdiction. The peoples of the Horn of Africa have endured enough conflict, displacement, and suffering. Our region needs peace, stability, mutual respect, and cooperation, not ethnic confrontation or racial hostility. OUR BROTHERHOOD WITH THE OROMO PEOPLE I unequivocally regard the Oromo people as our brothers and sisters. The people of the Republic of Somaliland value their friendship, peaceful coexistence, and longstanding relations with the Oromo community. Ethnic differences must never justify hatred, discrimination, intimidation, or violence against innocent civilians. MISLEADING VIDEOS AND ETHNIC PROVOCATION I am deeply concerned about videos circulating on social media allegedly showing Oromo women being harassed or attacked by Somali-speaking individuals. Some of these videos appear potentially staged or scripted, while conflicting claims surround their authenticity and geographical origins. Attempts have also been made to associate these incidents with Somaliland without independently verified evidence. I strongly reject the exploitation of unverified videos, fabricated narratives, or misleading allegations to incite ethnic hostility or unjustly implicate Somaliland. Such claims must be independently verified before conclusions are drawn. SOMALILAND MUST NOT BE UNJUSTLY IMPLICATED Moyale is geographically distant from Somaliland and falls within Ethiopian territory. Developments there must not automatically be attributed to Somaliland or its people without credible evidence. I firmly oppose attempts to exploit the Moyale situation to manufacture hostility between the Oromo people and the people of Somaliland. No community should face collective blame, intimidation, or discrimination because of unverified allegations or the actions of individuals. A CALL FOR PEACE AND RESPONSIBILITY I call upon journalists, community leaders, political commentators, and social media users to verify information, exercise restraint, and reject ethnic provocation. Any genuine violence against Oromo women or members of any other community must be condemned unequivocally. AN UNWAVERING STAND AGAINST TERRORISM: HUMANITY ABOVE POLITICAL DIFFERENCES A Statement on National Sovereignty, Moral Responsibility, and the Sanctity of Human Life I unequivocally condemn the reported terrorist attack against military personnel in Somalia’s Bay region on October 26, 2026. I extend my deepest condolences to the families of those who reportedly lost their lives and express my sincere sympathy to all those affected by this tragedy. Terrorism, in all its forms, represents a grave assault on human dignity, public security, and the fundamental principles of peaceful coexistence. Its condemnation must be unconditional and independent of political circumstances. No political grievance, ideological objective, or territorial dispute can justify terrorism or the indiscriminate taking of human life. As a steadfast defender of the sovereignty, independence, and national interests of the Republic of Somaliland, my position toward the Government of Somalia remains firm. I strongly oppose its continued rejection of Somaliland’s sovereignty and its policies toward my country, which I consider unjust and contrary to the legitimate aspirations of our people for self-determination. However, political disagreements, regardless of their seriousness, must never diminish our humanity or compromise our moral principles. The actions of Al-Shabaab demonstrate the devastating consequences of terrorism. I had the honor of extending my sincere appreciation and recognition to Ambassador Bashir Sheikh Omar Goth for his diplomatic contributions, distinguished service, and dedication to advancing Somaliland’s interests on the international stage. His commitment to strengthening Somaliland’s diplomatic engagement, expanding strategic partnerships, and promoting Somaliland’s aspirations for international recognition deserves acknowledgment and appreciation. I commend his continued efforts to elevate Somaliland’s voice, reinforce its international relationships, and advance its diplomatic priorities, particularly in strengthening ties with the United States.

A CALL FOR PEACE, JUSTICE, AND DIALOGUE IN MOYALE During my remarks last night at an event in Edmonton, Canada, I addressed the ongoing tensions and reported violence between the Oromo and Somali communities in Moyale, Ethiopia. I strongly condemned all violence against innocent civilians and called upon both communities to immediately end hostilities and resolve their differences through peaceful dialogue and negotiation. Reflecting on the Events of 2017–2018 I reminded the audience of the serious ethnic tensions and violence that affected Oromo and Somali communities during 2017–2018, under Ethiopia’s then TPLF-dominated ruling coalition, the Ethiopian People’s Revolutionary Democratic Front (EPRDF). During that period, the Oromo people were at the forefront of widespread protests demanding political reform, justice, equality, and an end to longstanding political marginalization. At the same time, violent clashes and displacement occurred along the Oromia–Somali regional border. I publicly criticized the administration of then Somali Regional President Abdi Mohamoud Omar, widely known as Abdi Iley, and the federal political leadership for their roles in contributing to ethnic tensions and instability. I believed that political interests were exploiting historical grievances and divisions between neighboring communities. It was during this difficult period that I published an article declaring: “Oromo is Somali, and Somali is Oromo.” My message was that the Oromo and Somali peoples should never allow political leaders or competing political interests to turn them against one another. We are neighbors, brothers and sisters, connected by history, geography, and generations of coexistence. My Message Today Today, as reports of renewed violence against Somali civilians emerge from Moyale, I remind the Oromo community of the painful experiences of 2017–2018. Those who have experienced injustice must never allow similar injustices to be committed against others. The suffering of the past should inspire compassion, solidarity, and a commitment to protecting every community, regardless of ethnicity. My position remains consistent: I opposed violence against Oromo civilians in 2017–2018, and I equally oppose violence against Somali civilians today. Peace cannot be achieved through revenge, and justice cannot be established through violence. I call upon Oromo and Somali community leaders, traditional elders, government authorities, and all concerned parties to immediately prioritize civilian protection, end hostilities, and engage in sincere dialogue and reconciliation. Our shared future must be built on justice, mutual respect, peaceful coexistence, and lasting peace—not ethnic division or retaliation.
