🎥 “The Washington Peace Agreement, together with the agreed CONOPS and OPORD, already establishes clear obligations, operational arrangements, sequencing, verification mechanisms and implementation timelines.
These commitments cannot be unilaterally or selectively reinterpreted, subjected to new preconditions, or substituted with separate bilateral arrangements with the very armed groups that the DRC has committed to neutralize.
We view it as an attempt to substitute a separate arrangement for a clear commitment already undertaken, and as a delaying tactic that risks prolonging rather than resolving the security threat.
The obligation is clear: the FDLR must be neutralized, and that neutralization must be effective, complete and verifiable.
The continued presence of the FDLR in eastern DRC, its genocidal ideology, and the continued collaboration and support it receives from the DRC government constitute a direct and existential security threat to Rwanda.
That is how Rwanda understands this threat, and that is how we must treat it.”

She highlighted Rwanda’s human-centered approach, emphasizing that AI solutions must respond to real challenges and be designed around the realities of underserved communities, particularly where access to connectivity and digital skills remains uneven. She also stressed that data sovereignty is not simply about where data is hosted, but about whether countries and individuals retain meaningful control over how their data is used.
High level leaders from Sierra Leone and Mexico further highlighted tech equity, African data and languages, cultural diversity, human rights and human oversight.

Today in New York, Rwanda was elected, by acclamation, Chairperson of the Group of 77 and China for the year 2027. This is the largest intergovernmental coalition, made of 134 developping countries, united by the promotion of their economic interests.
I would like to express our gratitude and appreciation for the collective confidence of all the members of the Group in entrusting us with this high office and great responsibility. I am particularly grateful to the African Union and our fellow African Member States for the unanimous decision to endorse Rwanda, which is a testimony of the trust and confidence placed in our country.
