The CGBIRR FY 2025/2026 report reveals mixed own source revenue performance across the Rift Valley region. Revenue shortfalls can mean delays in essential services, stalled projects, underfunded budget, pending bills, and heavier reliance on national transfers.

Our call to county governments: ✅ Set realistic revenue targets. ✅ Strengthen revenue collection systems, seal leakages ✅ Link revenue mobilisation to improvements in service delivery ✅ Strengthen accountability so citizens can track how every shilling collected is spent.

At #PFC2026, under the theme “Financing What Matters,” RVBH joined regional budget hubs and stakeholders to reflect on building a more resilient, inclusive & accountable PFM system. Meaningful citizen participation is about ensuring citizens’ priorities shape decisions & budgets

Some reflections: Debt: About KES 42 of every KES 100 collected goes to debt servicing. How much fiscal space remains for the services citizens need? Devolution:Counties deliver about 90% of public services but receive about 20% of the budget. Resources must follow functions.

Outcomes :100% budget absorption does not automatically mean 100% service delivery. What matters is what citizens receive Accountability: unauthorized Expenditure, supplementary budgets & weak sanctions raise important questions about whether accountability works beyond policies

@cedgg_2001 , as host of the @RiftBudgetHub , paid a courtesy call to the @NakuruCountyGov Directorate of Health Services, where the team met with the Chief Officer, Public Health, and her team to discuss the planned tracking of Primary Health Care (PHC) funds. The engagement focused on examining PHC budget allocations, disbursements and expenditure, as well as public participation, transparency and accountability in the management of health financing. Following the discussions, the teams agreed on three health facilities, Miroreni, Arĩmi and Rhonda Health Centres, where the social accountability exercise will be undertaken. The process will also gather citizens' perspectives on how health financing decisions are affecting service delivery, with findings expected to inform dialogue with the County Health Management Team and citizen advocacy for improved health financing. #HakiNaUongoziBora – at Nakuru, Kenya

True fiscal compliance relies on transparency and understanding. 🧠 If the state intends to widen the tax base, Collins Muniu notes that it must invest heavily in civic education, so citizens know exactly how their taxes work and where they go. #BudgetDay2026 #PublicFinance
