Telecom operators were losing revenue over these cheap wifi hotspot seller because they were misusing a service that was meant for home or office for business. These guys don't pay tax, they have no license to provide internet to the people. Telecom companies are among the biggest tax payers in the country and anything that affects their revenue automatically affects the economy.
