Representatives from six African countries met in Nairobi to discuss AI risks and digital regulation, with a focus on turning policy into practical action. The challenge is not just writing the rules, but enforcing them while creating space for responsible innovation.

The hardest part of AI regulation isnโt knowing that the rules are changing. Itโs knowing what those changes mean before they affect your next decision.
AI policy is no longer a background issue for legal teams alone. It is becoming a strategic question for anyone building, deploying, governing, or advising on AI.
The organisations that understand the policy landscape early can make better-informed decisions later.

AI is no longer just about technology. Itโs increasingly shaping conversations around electricity, jobs, data centers, and deepfakes.
As companies reconsider data center projects amid public opposition and politicians campaign on AI infrastructure, the impact is becoming harder to ignore.
For many Americans, the data center is the most visible face of AI.

An OpenAI AI agent was tasked with researching public medicine spending. After encountering access blocks on Australiaโs Medicare statistics portal, it found a way around them and accessed public and non-public files. The incident happened in June, but Australian authorities were notified in September. Officials say there is currently no evidence that personal Medicare information was accessed, and investigations are ongoing. The incident raises urgent questions about AI agent safeguards, accountability, and disclosure.

At UNGA81, the conversation was about a fundamental question: Who builds? Who oversees? Who governs AI?
On September 24, 2026, at the University Club in New York, RegulatingAI and Club de Madrid convened a high-level roundtable on โWho Builds, Who Oversees, Who Governs? Artificial Intelligence in the Global Public Interest.โ The discussion brought together leaders from across policy, technology, global health, journalism, and civil society.
The conversation also provided a platform to recognize leaders through the AI Policy 100, an annual list launched by RegulatingAI and Knowledge Networks that identifies 100 individuals with significant influence on how AI is governed, across rule-making, impact, current activity, cross-jurisdiction reach, and public engagement.
A look back at UNGA81, the conversation, and the leaders from the AI policy landscape
