That entirely depends upon the meaning of your term. If by Authoritarian you mean using force, yes. If by Authoritarian you mean centralizing structures of oppression and control, not inherently. The former would effectively make a slave authoritarian for rebelling.

It's not illegal to feed homeless people. It's illegal to give unsafe food to people, homeless or not. It's also why some places discard food in its packaging vs intentionally opening and destroying / spoiling it. It gives desperate homeless dumpster divers a chance at free packaged food without the legal risk associated with direct to consumer distribution.
