Kaoru's Quirk can... probably be considered dangerous but he refuses right there, he's not contemplating that, he just wants to work on styles to better take down and arrest Villains.
Kaoru is not sure what His homeroom teacher would say about it... but he was pretty sure most teachers here were the more, positive, hopeful types that wouldn't hit people with the harsh stuff. Not just yet anyway.
Kaoru is generally quite good at non-lethal takedowns using his Quirk, he will not have to take that step. There will always be an alternative.
Maybe Kaoru should look into different ammunition types now he has worked out this long ranged style... non-lethal stuff of course. Like net ammo, or something like that.

Or adding a vent to the chamber so she could have like thrusters on the scythes too, for extra force or spinning attacks.
What about adding thermal chambers to your scythes?
Summon a bat into the chamber, gives the blade a heated edge, and you can move the bat around to control the scythe's movements at a distance?
