🚨 Restore Britain’s Holborn and St. Pancras candidate, Tyler Johnson, appears to be an Uxbridge-based solicitor working for the Chinese Communist Party’s “CNOOC International” group, a state-controlled oil giant. Johnson also appears to have worked with “Urban Lawyers,” an organization explicitly focused on “improving social mobility and diversity.” Tyler Johnson was announced by Rupert Lowe and Restore Britain on the morning of Tuesday, September 15th. But what due diligence did Restore Britain do? Johnson is not some local Holborn solicitor. He is currently Legal Counsel at CNOOC International, the overseas arm of China’s state-controlled oil giant, working on new ventures, M&A, operations, assets and strategy. The Law Society lists him as an in-house solicitor at CNOOC Petroleum Europe Limited in Uxbridge. CNOOC International is not simply a Chinese company in the loose sense. It is the international arm of CNOOC Limited, whose controlling shareholder is China National Offshore Oil Corporation (CNOOC Group), a Chinese Communist Party (CCP) state-owned enterprise directly supervised by the central government’s State-owned Assets Supervision and Administration Commission (SASAC). The Chinese state therefore ultimately controls the corporate group for which Johnson works. CNOOC is one of China’s largest national oil companies, and through its international subsidiaries it owns major energy assets around the world, including substantial stakes in strategically important British North Sea oil and gas fields. Under Article 7 of China’s National Intelligence Law, every organisation must support and assist Chinese state intelligence work; Article 14 allows intelligence agencies to demand that assistance, while Article 17 permits the legal requisition of corporate transport, communications equipment and premises. China’s National Defense Law also requires enterprises to fulfil mobilisation tasks and allows the state to requisition their assets. And Article 33 of the Communist Party’s own constitution says Party committees in state-owned companies must play a “leadership role,” implement CCP policy, and “discuss and decide on major issues” inside the company. CNOOC is therefore not comparable to an ordinary privately owned foreign energy company: it is part of a system in which Chinese state law and Communist Party governance explicitly reach into the affairs of state-owned enterprises. Prior to his work for Communist China, Johnson trained at Clyde & Co with a secondment to Tanzania. And then there’s the other side of his CV. Rupert Lowe has boasted on X about how Johnson has “mentored aspiring young lawyers who do not always have the connections to break into the profession.” But Lowe was willfully vague on this point, and that’s because Johnson’s work in this area was for an organization called “Urban Lawyers,” a group explicitly focused on “improving social mobility and diversity” in the legal profession and helping people from “underrepresented backgrounds.” The organisation, founded by Tunde Okewale, is 100% BAME-led, and focuses 100% on what it calls “educating young people from underrepresented backgrounds about their legal rights as well as tackling the diversity issues.” Johnson features prominently on the homepage of Urban Lawyers, which announced a partnership with the “Inclusion and Diversity” (DEI) team at Netflix’s legal department. So Restore Britain’s candidate for Holborn and St. Pancras is a lawyer for the a Chinese state-controlled energy corporation with a professional record of involvement with a BAME-led legal diversity and inclusion group. Doesn’t seem very patriotic or right-wing to me.
