The panel referred to Manchester City suddenly owing £20m at the end of the 2012-13 season, which corresponds, according to those familiar with the case, to a payout owed to then-manager Roberto Mancini and his staff, who had been sacked at the end of the season following the FA Cup final defeat by Wigan Athletic.
Had the money been paid immediately, City would have been “£9.9m ‘short’ of complying with UEFA FFP for that season”, the panel said.
The tribunal reported that “in a matter of days, a number of modified sponsor agreements were generated… to increase recorded fees, pay bonuses for events that had already taken place, and to pay for a U.S. tour”, thereby plugging the shortfall. City also asked sponsors to pay out bonuses for the FA Cup final as if they had won the match — rather than being defeated by the minnows thanks to Ben Watson’s injury-time header — according to people with knowledge of proceedings.
The Premier League also raised the example of Sergio Aguero’s late, final-day winner against Queens Park Rangers in 2012, which secured City’s first Premier League title. That goal unlocked a number of bonuses within the squad which, if it had not been for the club’s operation of their disguised funding scheme, would have seen City exceed PSR for that season.

City argued at CAS that all the sponsorship money came from the sponsors rather than the government to then come back and argue years later that it was actually government money given to the sponsors…
So what’s changed? The key difference is that the PL had access to more evidence than UEFA because City were forced, after several court cases, to hand it all over.
That’s why senior people at Etihad were happy to testify at CAS when their names on the leaked emails were redacted, but seemingly were less interested in doing so in front of the IC who had all the evidence presented to them to counter it from the PL.
This is why the verdict so clearly states that they believed that this defence was created after the fact to try and defend the charges, and legal professionals in these circumstances don’t make factual statements unless they have the evidence to back it up.
All this information is publicly available, and the fact that they’re trotting this failed strategy out again should highlight how much trouble they’re in.
At this point it’s all about image and ego.

Manchester City face calls for a criminal investigation into their financial conduct after being found guilty of more than 100 breaches of Premier League rules between 2009 and 2018.
Lord Cruddas, a Conservative party peer whose CMC Markets company is Everton’s front-of-shirt sponsor, suggested that this should become a criminal matter.
“If accounts have been falsified and auditors have been misled, then it is potentially a criminal matter. The auditors will call in the police, directors are personally libel [sic] for any fraud of a UK company, even if it is foreign owned.”
