This is not just one bad actor it is criminal syndicate working together to rig the stock market.
Loopholes have loopholes.
Only Bona Fide Market Maker have a special exemption to sell shares they don't own. However this doesn't mean they never have to deliver. It is supposed to be temporary to keep the stock market moving smoothly.
But these Market Makers are renting out their exemption so anyone willing to pay. So they can sell shares they don't own.
Instead of them being temporary fails to deliver they create a system that hides the fails to deliver and resets the clock.
