The pilot of Kobe's helicopter circled over Glendale, CA for about 12 minutes, presumably due to deteriorating weather before continuing under Special VFR--basically saying he was going to assume the risk & fly w/lower visibility & lower cloud ceiling than normal VFR conditions.
