The U.S. has had a complicated and often troubling relationship with the International Criminal Court (ICC) from the very beginning, but the newly launched State Department's campaign under Rubio's leadership goes much further: it seeks not simply to reject the Court’s jurisdiction, but to dismantle an institution created to hold perpetrators of the world’s gravest crimes accountable. And what has become a signature approach of this Administration: to bully our allies into joining that effort. International justice is not a threat to sovereignty. Impunity is a threat to humanity. The world needs strong, independent international institutions capable of holding perpetrators accountable when national systems cannot or will not act. No country, however powerful, should be above the law, and no victim of genocide, crimes against humanity, or war crimes should be denied justice because accountability has become politically inconvenient.
