No hay nada más "pro-empresa" que reformar el Código de Trabajo de facto, vía decreto, sin pasar por la Asamblea ni sustentar la factibilidad ni la necesidad de tales reformas:
Tras el decreto que exonera a empresas de pagar salario mínimo a trabajadores hasta 25 años con un programa de «pasantías» ahora el Gabinete crea una nueva categoría migratoria para jóvenes extranjeros entre 18 y 30 años: visa de corta estancia en calidad de turista participante del programa Vacaciones y Trabajo (Working Holiday) para "ciudadanos de países que hayan celebrado acuerdos bilaterales con Panamá para este fin".
Se trata del Decreto Ejecutivo # 21 del 13 de octubre de 2026 publicado en Gaceta No. 30634 B
El mismo no especifica qué países "han firmado acuerdos bilaterales con Panamá para tal fin" y tampoco excluye a países que puedan estar en proceso de firmar o firmen tal acuerdo en el futuro.
Lo más grave: el decreto solo lo firman el presidente Mulino y el Ministro de Seguridad, lo que hace aún más válidas las siguientes preguntas:
¿En qué trabajarán esos jóvenes? ¿agencias o contratistas de "seguridad" privadas, paraestatales, informales o mercenarias, quizás?

El ministro informa tranquilamente que la tina de arsénico de una mina cerrada desde hace 27 años se regó contaminando los rios de Veraguas. Mas de 2 años en el cargo y no hizo nada con esa mina, Ni su partido PRD en 10 años que gobiernó, ni el partido RM en 7 años de gibierno, ni panameñistas que han gobernado 10 años. NINGUNO. Y asi van a controlar la contaminación en una mina 100 veces mas grande y una tina 100 veces mayor... Cuando la minera contamine el lago Gatún dirán que fue un terremoto el culpable.
