The mechanics of statecraft and good governance increasingly require advanced computing technologies. But treating AI, classical HPC, and quantum as isolated silos misses the most critical mandate of this decade: architectural convergence.
Two sessions from IBM Think Gov 2026 in D.C. stand out in that regard.
First, a keynote by Joe Broz anchoring the vision of quantum-centric supercomputing as a vital capability for public purpose. Second, a fireside chat I had with @wa_de_jong (@BerkeleyLab / @QSAcenter) in which we discussed how moving quantum from basic research to federal mission relevance requires acknowledging a few operating realities:
* The Historical Precedent of Statecraft. The modern U.S. HPC ecosystem didn’t just organically emerge; it was deliberately catalyzed by heavy investments in advanced simulation for stockpile stewardship following the test ban treaties. Frameworks like the NQI Reauthorization Act and the DOE Genesis Mission represent that exact same flavor of structural statecraft for the next generation of hardware.
* The Timeline is Compressed. The persistent myth that quantum is "15 years away" is actively harmful. The transition toward fault-tolerance and mission-relevant computations is happening right now.
* Advantage is Not Monolithic. Quantum advantage is, in a way, in the eye of the beholder. We need to avoid the temptation of waiting for a singular cinematic milestone and focus on targeted, mission-specific speedups—whether that is Hamiltonian simulation for chemistry, advancing lattice models in high-energy physics, or highly specific national security optimizations.
* A Heterogeneous Integration Challenge. You do not simply procure a QPU and "push play." The true bottleneck is orchestration. Securing mission advantage requires tightly coupling quantum processors with existing classical HPC, AI, and cloud infrastructure, minimizing latencies, and navigating the complexities of a truly heterogeneous computing stack.
Computation is increasingly the substrate upon which economic prosperity and national security area realized. Excellent dialogue with Bert and Joe on the role quantum plays in how we get there.
