SIR is not a voter verification exercise that has gone wrong, we know. It is a voter removal machine working exactly as Modi and Shah need it to. In Phase 3 of SIR alone, around 6.15 crore names have been left out of draft electoral rolls. That is roughly one in every six voters covered. Another 5.43 crore voters have reportedly been placed under further scrutiny and asked for additional documents. These are not random clerical mistakes. They are the design. Modi calls 140 crore Indians his family from every stage. Shah’s machinery then asks the family to produce twenty four year old papers to prove they are allowed inside the house. The Election Commission stands at the door like an overexcited bouncer with a clipboard. Digital India has found its final form. The software raises the suspicion and the citizen carries the photocopies. Delhi shows how the racket works. Of the Capital’s 1.45 crore pre SIR electors, 47.56 lakh were left out of the draft roll. Among the 97.5 lakh who remained, more than 31 lakh faced notices. Nearly 13.8 lakh were flagged simply because their details could not be mapped to the 2002 roll. Others were caught by automated “logical discrepancies” involving names, parents or ages. A twenty four year old database failing to recognise you does not make you an illegitimate voter. It makes the database outdated. But in Amit Shah’s Republic, the computer is always innocent and the citizen is permanently under suspicion. The software even tripped over External Affairs Minister S. Jaishankar, L. K. Advani and Election Commissioner S. S. Sandhu. The EC proudly says this proves that its software is “agnostic.” Bravo. Their machine can inconvenience important people too. The difference is that an Election Commissioner can have his record verified before his tea turns cold. A migrant worker may lose wages, make repeated visits and still miss the deadline. The software may be agnostic. The consequences certainly are not. West Bengal exposes the fraud behind the so called remedy. More than 37 lakh appeals remain pending, including over 22 lakh filed by excluded voters seeking restoration. Of the 1,26,194 appeals decided so far, 1,13,943 resulted in names being added back. Yet clearing the backlog at the present pace could take around twelve years. The EC flags and excludes at 5G speed, then corrects its blunders at bullock cart speed. A child can complete school while this constitutional tortoise processes one season of democratic damage. The EC will insist that a notice is not a deletion, a draft roll is not final and every voter can appeal. That is merely legal deodorant sprayed over political rot. This architecture does not need every exclusion to survive. It needs enough citizens to miss a notice, lack a document, lose patience, miss a deadline or receive justice after polling day. The objective is attrition with plausible deniability. The BJP does not need a secret file labelled “Opposition voters.” Documentary hurdles perform the sorting. The EC supplies the machinery and the respectable vocabulary of “purification.” Shah supplies the objective. Modi supplies the sermon and the camera angle. Then all three look surprised when citizens call the exercise what it increasingly resembles. Shah Instigated Removal. People ask why the BJP keeps winning despite so much anger on the ground. Perhaps because anger cannot vote when its name is missing. The BJP has not defeated the anger. It is trying to make parts of that anger administratively invisible. Fine. They keep winning. But for how long? Modi can continue playing Vishwaguru of vanishing voters. Shah can count citizens like defective inventory. The EC can continue behaving like the BJP’s back office with a constitutional logo. First they remove the voter. Then they hand the voter a form. Then they conduct the election. Finally, Modi climbs onto a stage and calls the result the people’s blessing. The joke is getting old but the anger isn't.
