Appreciate the opportunity to speak with the @PublicDeclass Board today. The government belongs to the people. If information no longer needs to be classified, it should be declassified.

250 years ago today, the Founders announced a new nation not in secret but by submitting their case “to a candid world.” The republic began with an act of public accountability. As we mark #America250, it’s worth remembering: they never intended a government this secret.

James Madison — the Convention’s own note-taker — later put it plainly: “A popular Government, without popular information, or the means of acquiring it, is but a Prologue to a Farce or a Tragedy; or, perhaps both.”

On our 250th, a commitment to transparency is worth renewing: openness as the rule, secrecy only where truly warranted, never permanent — so the Americans 250 years from now can see their government as clearly as we see the Founders’.

In 1787 the Philadelphia Convention met in private, under a strict rule of secrecy. Delegates needed room to argue and change their minds. Candor in the drafting room was the point.

But the government they designed to emerge from that room ran on the opposite presumption. Secrecy in deliberation was one thing; secrecy in governance another. Once power is exercised over a free people, the default is disclosure — not concealment.

As we approach the 25th anniversary of the attacks, we believe there is no better time to declassify and publicly release these documents to help bring closure to the victims' families.
