🔥 I FOUND THE SAME FIVE RESEARCHERS BEHIND THE SEPTEMBER 2026 BIS XRPL PAPER SPEAKING AT THE 2025 SDMX GLOBAL CONFERENCE, HOSTED IN ROME BY THE BANK OF ITALY 🔥👇🏻
The official conference recording has accumulated just 35 views to date, yet it provides important context for understanding the BIS paper published almost a year later.
At this Bank of Italy-hosted conference, the same five researchers who would later co-author BIS Working Paper No. 1374 were already publicly presenting their blockchain research — including their XRPL proof of concept and comparisons with Ethereum and Chainlink.
In other words, the September 2026 BIS paper on the XRP Ledger did not emerge out of nowhere.
Almost a full year earlier, the researchers behind the later BIS paper were already publicly presenting and discussing the underlying work that would subsequently appear in the BIS publication.

@JoseFDaPonte says the Marshall Islands launched the world's first nationwide universal basic income paid onchain in late 2025. Citizens get USDM1, a sovereign bond issued on Stellar and backed by U.S. Treasuries.
Benefit cash used to be shipped by boat across 29 atolls. Now it lands in a wallet right away. He also cites Stellar's work with UNHCR in Ukraine, UNDP, and Hope for Haiti.
His point: once you've delivered payments in the hardest conditions, enterprise payroll is easy.
Why it matters: Zebec's enterprise payroll runs on the Stellar network, the same network already proven by governments and the UN.

Well, this is an interesting trail… 👀📑
Remember the 1 October 2025 SDMX presentation/demo I previously uncovered:
“Blockchain and SDMX: Immutable Data Sharing for Trust”
Featuring Mario Rusev of d-fine alongside BIS authors — work that ultimately led to an XRPL proof of concept.
Then, on 2 September 2026, Rusev was lead author of BIS Working Paper No. 1374:
“Verifiable official statistics: a blockchain-based approach”
An actual proof of concept implemented on the XRP Ledger (XRPL).
Well, go back another year.
In April 2024, Rusev's employer d-fine published:
“Cross-Border Payments: The critical path of modernizing a multi-trillion-dollar market.”
And they compared SWIFT gpi, Ripple and Nexus side-by-side.
For the actual use case of efficiently settling cross-border payments, the table speaks for itself:
Ripple wins on all fronts.
• No pre-funding (capital doesn't need to sit parked in advance)
• Near real-time settlement
• Ex-ante cost transparency (you know the costs before the transaction is sent)
• Completes or fails within seconds
• REST API + ISO 20022 (modern API connectivity + the global financial messaging standard, enabling structured financial data to move between systems)
SWIFT has the existing market penetration.
But adoption tells you what's already established — not which system has the stronger characteristics for actually moving and settling money across borders.
2024: d-fine compares Ripple for cross-border payments.
2025: d-fine/BIS demonstrate blockchain + SDMX.
2026: BIS publishes an XRPL-based proof of concept.
