As I say in my book, facial recognition and emotion/affect sensors are just an upgrade away when you build the architecture of surveillance into your city.

Resistance to Flock has made its way to the DMV. In Washington, the head of the city police union said MPD used the cameras to investigate sworn officers. And officials in Alexandria signaled this week they don’t want Flock in their city.

If only there was some local, community based privacy oversight group with power that could ensure that these risks were addressed before adoption.
Flock's "guardrails" are an admission that they could have addressed a lot of concerns much earlier. They're only doing so due to strong national opposition to their tech.

We obtained the code for its police AI and rebuilt parts of it
The tool can find witnesses, surface associates, search people by race or physical description, and flag vehicles by how they move.
