Upon being initially scanned into the device, it deemed the Oozaru state's too great of a risk to leave unchecked, on account of the transformation’s berserker nature. To safeguard that, the Omnitrix's AI merges Beet Down's “humanoid” and “Oozaru” states to generate what you see before you, rendering those effects moot. This, however, effectively hard-locks him to this one (Saiyan) form, as the Omnitrix will not allow him to access anything higher due to the risk of undoing these safety measures.

ALT Beet Down's personality is generally the same as Ben's, if not a bit more irritable and battle-hungry. His physiology somewhat differs from a standard Saiyan's due to his unique circumstances. His basic senses are generally heightened, to the point where he can literally “sniff” out how someone's feeling and hear something very far away. His powers are practically identical to a standard Saiyan’s, though, with the only difference being his complete inability to transform whatsoever. He does, however, get stronger underneath the full moon. Beet Down has yet to properly train his tail, so pulling on it will immobilize him. He cannot access any Super Saiyan form unless the limiter to do so is removed. He cannot survive in the vacuum of space.
