George McClellan built the Army of the Potomac and then spent two years refusing to spend it. Start with Yorktown, April 1862. He landed on the Peninsula with about 100,000 men and ran into John Magruder holding a thin line with maybe 13,000. Magruder marched the same regiments past the same clearings over and over and made a loud show of digging. McClellan bought all of it. He sat down for a month-long siege against an enemy he outnumbered many times over. The night before his big guns were finally ready, the Confederates packed up and walked away. He believed he was always outnumbered. Pinkerton handed him inflated estimates, but McClellan wanted them inflated. A general who is outnumbered two to one and never wins is unlucky. A general who outnumbers the enemy two to one and never wins is something else. Then the Seven Days. Lee attacked him with the smaller army, McClellan's men shot the attacks to pieces, and he fell back after every single fight anyway. At Malvern Hill his artillery tore Lee's assault apart and he retreated that night. Afterward he wired Stanton, "If I save this army now, I tell you plainly that I owe no thanks to you or any other persons in Washington. You have done your best to sacrifice this army." The supervisor at the telegraph office cut that last part out before it ever reached Lincoln. September 13, 1862. A corporal in the 27th Indiana is resting in a field outside Frederick and finds three cigars with a piece of paper wrapped around them. It is Special Order 191. Lee's whole plan, his army split into five separate pieces, scattered across Maryland. McClellan had it in his hands by that afternoon and wired Washington that he had the rebel plans. Then he waited roughly 18 hours before moving. At Antietam he outnumbered Lee about two to one and fought the battle in three installments. Morning on the right, midday in the center, afternoon on the left, each one starting after the last had died out, which let Lee shuttle the same worn-out brigades from crisis to crisis all day. Porter's corps never went in at all, thousands of fresh men standing in reserve while the Sunken Road filled up. The next day both armies just sat there. Then Lee walked back across the Potomac and McClellan let him go. Lincoln spent that fall asking him to move. In October he wrote, "Will you pardon me for asking what the horses of your army have done since the battle of Antietam that fatigues anything?" The interesting part is that McClellan was not stupid and he was not a coward. He was the best organizer in the war. He took the mob that ran at Bull Run and turned it into a real army in a matter of months, and those men loved him in a way they never loved Grant. He just could not bring himself to spend what he had built. Every plan he drew up was designed to avoid losing rather than to win, and he was convinced that anyone pushing him to fight was trying to destroy him. Lincoln fired him in November 1862. In 1864 McClellan ran against him for president. The soldiers who used to cheer themselves hoarse when he rode past voted for Lincoln by almost four to one.
