FG Urges KOICA, FAO to Align Agricultural Intervention with Nigeria’s Development Priorities, Ward-Based Strategy
The Federal Government has called for stronger alignment between development partners’ interventions and Nigeria’s national development priorities to ensure greater impact, sustainability, and measurable outcomes, as the Korea International Cooperation Agency (KOICA) and the Food and Agriculture Organisation of the United Nations (FAO) prepare to implement a new multi-bilateral agricultural project in Nigeria.
Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu, made the call on Wednesday during a courtesy visit by KOICA officials to brief the Ministry on the KOICA-FAO 2026 Multi-Bilateral Project, which aims to promote resilient agricultural systems and create green jobs for youth in Nigeria and other participating African countries.
While appreciating the longstanding partnership between Nigeria and the Korean government through KOICA, Senator Bagudu stressed the importance of designing development programmes that are focused, measurable, and capable of delivering scalable results.
He noted that Nigeria’s relationship with Korea offers valuable lessons, given Korea’s remarkable transformation from an agricultural economy to a major global economic player.
“Beyond the support we receive, there is much Nigeria can learn from Korea’s experience, particularly in agriculture, food production, value addition, and export development,” the minister said.
Senator Bagudu, who explained that the Federal Ministry of Budget and Economic Planning is responsible for coordinating national development planning and partnerships, emphasised that development partners’ interventions must align with Nigeria’s development framework, including the country’s long-term vision under Agenda 2050.
He noted that Nigeria’s federal structure, with responsibilities shared among federal, state, and local governments, makes coordination essential to achieving sustainable development outcomes.
The minister encouraged KOICA and FAO to adopt a more targeted approach, focusing interventions on specific communities where results can be measured and replicated.
According to him, spreading projects too widely without sufficient depth may limit their effectiveness, whereas focused interventions can produce successful models that attract further investment and expansion.
“We need programmes that can produce concepts that work, can be scaled, and can attract the private sector,” he said.
Senator Bagudu emphasised the importance of aligning agricultural interventions with the economic realities and priorities of beneficiary communities.
He cited Nasarawa State as an example, noting that women rice farmers and processors who have struggled to compete with large-scale milling operations could benefit from improved technology, skills development, and stronger market access.
He also highlighted opportunities in Bayelsa State, particularly in aquaculture, where targeted support could unlock significant economic potential and promote sustainable production.
The minister stressed that empowering farmers requires more than production support; they must also be equipped with knowledge of market demands, value addition, and globally competitive agricultural practices.
He noted that Nigeria has significant opportunities in commodities such as sesame, cocoa, fisheries, and other high-value agricultural products, and added that the country’s farmers should be supported in accessing international markets.
“Sometimes, what is needed is to teach people what the world requires — to help them move from traditional production to producing what the market values,” Senator Bagudu said.
He further urged KOICA and FAO to integrate their intervention with existing government programmes, including the Renewed Hope Ward Development Programme, which aims to coordinate development activities across Nigeria’s 8,809 wards.

Canada Affirms Nigeria as a Strategic Partner in Africa
· Bagudu emphasises investment over aid
The Chargé d’Affaires of the Canadian High Commission, Dr David Sproule, has affirmed that Nigeria is Canada’s strategic partner in Africa and has pledged continued collaboration to advance economic growth, youth employment, private-sector development, climate resilience, and institutional strengthening.
Sproule spoke at a high-level meeting with the Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu, at the ministry’s Abuja headquarters on Wednesday, stating that Nigeria remains a priority country under Canada’s Africa Strategy because of its economic importance, regional influence, and potential to drive growth across the continent.
He said Canada provided more than $127 million in international assistance to Nigeria in 2024–2025 through bilateral and multilateral channels, with ongoing interventions focused on economic growth, gender equality, health, climate resilience, and stronger institutions.
According to him, Canada’s renewed engagement with Africa emphasises building partnerships beyond traditional development assistance, with a focus on economic cooperation, skills development, youth employment, and private-sector-led growth.
“Under Canada’s Africa Strategy, Nigeria has been identified as a priority, based on the strength of our relationship, past successes, and Nigeria’s economic importance in African affairs,” Sproule said.
He added that Canada is committed to expanding its cooperation with Nigeria through initiatives promoting shared prosperity and sustainable development.
Responding, Senator Bagudu welcomed Canada’s continued partnership, describing the relationship between the two countries as built on mutual respect, shared interests, and a common commitment to development.
The minister highlighted Nigeria’s ongoing economic reforms, noting that the Federal Government is focused on creating an environment that supports private-sector investment, expands economic opportunities, and reduces poverty.
He said attracting investment is more beneficial to the nation than receiving aid from foreign governments and partners, and explained that the Federal Government would carry out its ongoing reforms to a logical conclusion.
He explained that the government’s development strategy is increasingly focused on ensuring that economic activities reach communities across the country through the Renewed Hope Ward Development Programme, which maps development priorities for Nigeria’s 8,809 wards.
According to Senator Bagudu, the ward-based approach will enable the government and development partners to identify local opportunities, coordinate interventions, eliminate duplication, and maximise impact at the grassroots level.
He called on Canada and its private-sector community to explore investment opportunities in Nigeria, emphasising that the country’s development journey requires stronger collaboration among government, investors, and international partners.
“Development partnerships can only go so far. What we need is to create opportunities for the private sector to participate, invest, and help drive sustainable growth,” the minister said.
Senator Bagudu noted that Nigeria’s reforms are already creating new opportunities, citing increased investor confidence, improved economic coordination, and efforts to build a more competitive business environment.
He disclosed that Nigeria continues to attract significant infrastructure investment, adding that the country is repositioning itself to compete for global capital and partnerships.
The minister also emphasised the importance of telling Nigeria’s development story to the world, noting that the country’s democratic stability and economic reforms offer lessons for other nations undergoing similar transformations.

The Nigeria Governors’ Forum, in partnership with the World Bank (@WorldBankAfrica) #Nigeria and the Federal Ministry of Budget and Economic Planning (@planningnigeria), convened the Early Childhood Development (ECD) Technical Consultation and Prioritisation Workshop, bringing together Commissioners, policymakers, and stakeholders across sectors including Education, Women Affairs, Agriculture, Water Resources, Local Government, and Humanitarian Affairs.
The workshop served as a strategic platform to strengthen coordination across sectors and align national and subnational priorities for Early Childhood Development, recognising that the period from pregnancy to age five is critical to Nigeria’s human capital development agenda.
State representatives played a central role in the discussions, sharing state-specific challenges, opportunities, and implementation realities that will help shape a more responsive and coordinated national ECD framework.
Deliberations focused on three key objectives: strengthening understanding of the scientific and economic case for investing in Early Childhood Development across all sectors represented; reviewing national and state-level data on early childhood outcomes and risk factors; and building consensus around priority intervention areas and the most viable cross-sector platforms for implementation.
The workshop also highlighted the importance of conflict-sensitive planning, budgeting, and implementation, underscoring the need for ECD interventions that respond effectively to the realities of insecurity, displacement, and other vulnerabilities affecting children and families across different states.
By advancing evidence-based dialogue and intergovernmental collaboration, the consultation reinforced a shared commitment to building stronger foundations for Nigeria’s children and advancing sustainable human capital development across the country.

The minister explained that a ward-based approach would help prevent project duplication, improve stakeholder coordination, and ensure that interventions address the specific needs of communities.
Earlier, the Senior Deputy Country Director of KOICA, Mr Baik Ki-Hyun, disclosed that the project had been approved by KOICA’s headquarters and would run from 2026 to 2030.
He explained that the initiative followed extensive consultations, surveys, and assessments carried out with FAO, external experts, and relevant Nigerian authorities.
According to him, FAO will serve as the implementing partner, while KOICA will oversee project management, monitoring, evaluation, and assessment of the programme’s outcomes.
The Permanent Secretary of the Federal Ministry of Budget and Economic Planning, Dr Deborah Odoh, welcomed the KOICA delegation and expressed appreciation for Korea’s continued partnership with Nigeria, noting that the intervention would contribute to economic growth, improved livelihoods, and sustainable agricultural development.
The KOICA-FAO project is expected to strengthen agricultural resilience, create employment opportunities for young Nigerians, support inclusive growth, and deepen cooperation between Nigeria and Korea to achieve shared development objectives.

Nigeria, Denmark Strengthen Partnership on Trade, Investment and Sustainable Development
The Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu, has expressed Nigeria’s commitment to deepening its bilateral partnership with Denmark, describing the relationship between the two countries as strategic and mutually beneficial.
Senator Bagudu made this statement during a courtesy visit to the Ministry in Abuja, when he received the Ambassador of the Kingdom of Denmark to Nigeria, His Excellency Jens Ole Bach Hansen, and his delegation.
The minister, who welcomed the ambassador alongside the Minister of State for Budget and Economic Planning, Dr Doris Uzoka-Anite, and directors, ministerial aides, and management staff of the ministry, noted that Nigeria values its longstanding relationship with Denmark and is committed to expanding cooperation in critical areas of mutual interest.
According to him, Nigeria’s policy has always been anchored in building strong bilateral partnerships, especially with countries that share a commitment to inclusive growth, sustainable development, and shared prosperity.
“We are quite honoured by this engagement, and the short answer is yes, we want more. We are happy to have more open discussions and to expand our relationship,” Senator Bagudu said.
He acknowledged Denmark’s contributions to global development, noting that the country has consistently demonstrated a commitment to supporting economic growth and sustainable development initiatives.
The minister emphasised the importance of stronger cooperation among nations with shared values, particularly amid emerging global challenges, including rising protectionism, trade tensions, and other economic uncertainties.
He said Nigeria is willing to collaborate with Denmark to promote trade, strengthen peace and security initiatives, share knowledge and resources, and jointly address common challenges, including irregular migration.
Senator Bagudu identified agriculture, livestock development, the digital economy, the blue economy, and the judicial sector as key areas for further strengthening cooperation between both countries.
Speaking about the economic reforms of the President Bola Ahmed Tinubu administration, the minister said the Renewed Hope Agenda is focused on addressing decades of underinvestment in critical sectors and on creating an enabling environment for private-sector participation.
He explained that Nigeria is working towards creating a transparent and competitive investment climate in which investors can confidently deploy capital, create value, and achieve sustainable returns.
“Correcting decades of underinvestment across almost all sectors can only be achieved by learning from countries that have successfully solved similar challenges, especially those with strong and vibrant private sectors,” he said.
The minister noted that despite the challenges of implementing reforms, the country is seeing increased investor confidence, particularly in infrastructure development.
He revealed that Nigeria has attracted about $7 billion in infrastructure investment over the past two years, describing this as a significant improvement compared with previous levels.
Senator Bagudu further stated that Nigeria’s reform efforts are gaining international recognition, adding that improved economic confidence is reflected in market indicators, investor interest, and increased capital flows.
He emphasised that the administration remains committed to reforms to strengthen economic stability, enhance productivity, and position Nigeria for sustainable growth.
Welcoming the ambassador and his delegation, the Minister of State for Budget and Economic Planning, Dr Doris Uzoka-Anite, reiterated Nigeria's commitment to expanding the longstanding bilateral relationship to mutual economic benefit.
Earlier, Ambassador Jens Ole Bach Hansen reaffirmed Denmark’s commitment to strengthening its partnership with Nigeria, describing the relationship between the two countries as built on shared values, mutual respect, and common priorities.
The ambassador commended the minister for his role in strengthening bilateral relations and expressed appreciation for his attendance at Denmark’s National Day Reception.
He said that Denmark and Nigeria share common interests in areas such as democracy, respect for international law, stability, development, and stronger representation of African countries in global institutions.
Ambassador Hansen disclosed that Denmark is expanding its diplomatic presence in Nigeria by establishing a larger embassy and deploying additional diplomatic personnel, including officers focused on politics, defence, agriculture, and other strategic areas.
He explained that the expansion reflects Denmark’s growing commitment to Nigeria and the wider West African region.
The ambassador also highlighted Denmark’s growing commercial engagement with Nigeria, noting the presence of major Danish companies and the recent establishment of the Investment Fund for Developing Countries (IFU) office in Lagos to support sustainable private-sector investments.
He identified agriculture, maritime development and security, and the digital economy as key areas of existing cooperation between the two countries.
According to him, Denmark is also exploring further collaboration with Nigeria across education, culture, the creative economy, and the judicial sector.
Ambassador Hansen noted that Denmark sees positive signs in Nigeria’s economic trajectory and believes that ongoing reforms are creating opportunities for stronger investment partnerships.
He proposed discussions to formalise a broader political partnership framework between Nigeria and Denmark, noting that such an arrangement would provide a structured platform to advance cooperation across sectors.
The ambassador recalled Her Majesty the Queen of Denmark's visit to Nigeria and the discussions held with President Bola Ahmed Tinubu on strengthening bilateral relations, expressing hope that both countries would continue to build on the existing foundation.
The visit concluded with both sides reaffirming their commitment to deepen cooperation and advance shared economic and development objectives.

Engage planning ministry for a better understanding of Nigeria’s economic development priorities, Enang urges ambassadors-designate
Ambassador-designate to Germany, Senator Ita Enang, has advised his colleagues to engage with the Federal Ministry of Budget and Economic Planning for a deeper understanding of the country’s economic and development priorities.
This, he said, would deepen their understanding of the country’s developmental needs and attract appropriate collaboration with their assigned countries.
Enang spoke in Abuja at the weekend during a courtesy visit to the Minister of Budget and Economic Planning, Senator Abubakar Bagudu, and the Minister of State, Dr Doris Uzoka-Anite.
“Similar engagements by other ambassadors-designate and diplomatic representatives before their deployment to missions worldwide will provide valuable insights into Nigeria's policy priorities and development aspirations,” he said.
He expressed his appreciation to President Bola Tinubu for the confidence placed in him by appointing him Nigeria's Ambassador-Designate to Germany, noting that the briefing was part of a presidential directive requiring ambassadors-designate to engage with relevant government institutions and to acquire the necessary knowledge and insights to represent Nigeria's interests effectively abroad.
Enang commended the ministry's leadership for providing a comprehensive overview of Nigeria's economic planning architecture, development priorities, and agenda for international cooperation.
He described the session as highly informative and invaluable in preparing him for his diplomatic assignment.
The ambassador-designate recalled his participation in a recent Nigeria-Germany Economic Cooperation engagement, which provided further insight into the growing economic relationship between the two countries.
He noted that Germany remains an important development and economic partner for Nigeria, particularly in energy, infrastructure, technical cooperation, and sustainable development.
He further emphasised that a key aspect of his mandate would be to strengthen collaboration between Nigeria and Germany, including engagement on the Presidential Power Initiative, partnerships with the German Agency for International Cooperation (GIZ), and other development institutions supporting Nigeria's growth and reform agenda.
Enang stated that the briefing had provided him with critical information to enhance his effectiveness in advancing Nigeria's economic diplomacy objectives.
Welcoming the ambassador-designate, Bagudu commended Enang for his commitment to deepening his understanding of the ministry's mandate and of its critical role in advancing Nigeria's development objectives.
He noted that the briefing provided an opportunity to showcase the ministry's strategic functions and explore avenues for Nigeria's diplomatic missions to support the country's economic aspirations overseas.
The minister emphasised that the Federal Ministry of Budget and Economic Planning is the government's strategic planning institution and the coordinator of national development priorities.
According to him, the ministry is responsible for ensuring policy coherence across government, aligning programmes and investments with national objectives, and monitoring developments in the global economy to identify opportunities to advance Nigeria's growth and prosperity.
He further emphasised the need to align international partnerships, investment flows, migration policies, and bilateral cooperation initiatives with Nigeria's long-term development frameworks, including the Nigeria Agenda 2050 and the National Development Plan.
Bagudu emphasised that sustained engagement with strategically important countries, such as Germany, remains critical to Nigeria's ambition to build a one-trillion-dollar economy, supported by increased investment, technology transfer, industrial collaboration, and development partnerships.
The minister also acknowledged the longstanding relationship between Nigeria and Germany, describing it as a valuable partnership that has significantly contributed to Nigeria's development through initiatives supported by German institutions, the European Union, and multilateral development partners.
The meeting underscored the Federal Government's commitment to strengthening international partnerships, promoting economic diplomacy, and ensuring that Nigeria's representatives abroad are fully aligned with the country's development agenda, as Nigeria pursues sustainable economic growth and national transformation.

@WorldBankGroup-supported HOPE Governance Program Partners States to Recruit More Teachers, Primary Health Care Workers
The @WorldBankGroup-supported HOPE Governance Program of the Federal Ministry of Budget and Economic Planning is working in partnership with State Governments to address critical manpower gaps in basic education and primary health care sectors.
The National Coordinator of the Program, Dr. Assad Hassan disclosed this in an interview with newsmen on the sidelines of the HOPE Governance Program Implementation Support Mission for the North East in Gombe on Tuesday.
He said improved recruitment and equitable deployment of teachers and primary health care workers are essential to strengthening service delivery in the two sectors.
“We are also trying to look at how we can improve the recruitment of teachers as well as primary health care workers. Not only recruitment but also equitable deployment of teachers and primary health care workers.
“There are challenges in deployment to areas that are hard to reach, so the HOPE Governance Program is another opportunity to complement already existing efforts of the Federal Government and indeed the State Governments to address service delivery in basic education and primary health,” he said.
Dr. Assad Hassan said that filling the manpower gaps in the basic education and primary health care sectors forms part of the Disbursement Linked Results (DLRs) agreed upon between the World Bank and participating State Governments under the $500 million intervention Program.
He said that under the Program-for-Results model of the World Bank, states that achieve the agreed Disbursement Linked Results (DLRs) targets will be rewarded with funding, enabling them to invest additional resources in both sectors.
The National Coordinator said the Program was designed to work with the state governments to implement far-reaching reforms in the two sectors by promoting accountability, good governance, and ensuring that public expenditure delivers measurable improvements.
“The HOPE Governance Program provides us with an added opportunity to see us strengthen our systems in terms of accountability and also ensuring that public resources deliver real impact for citizens across service delivery for primary health care and basic education,” he said.
He stressed the need for all implementing agencies and the state governments to institutionalize the reform template of the HOPE Governance Program to ensure efficient and impactful service delivery across both sectors.
“We need to keep asking ourselves, how do we sustain the gains we have made? How do we institutionalize the reforms that we have made thus far because without this, we cannot really make impact on our citizens,” he stated.
Dr. Assad Hassan used the occasion to commend the Gombe State Government for hosting the Implementation Support Mission and its commitment to developing the basic education and primary health care sectors in the state.
He said the commitment of the Gombe State Government to reducing the number of out-of-school children by 50% by 2030 is highly commendable.
In his remarks, the World Bank Task Team Lead for the HOPE Governance Program, Ikechukwu Nweje, said the Implementation Support Mission was convened to assess states’ progress in implementing the Disbursement Linked Results and to facilitate the exchange of experiences among participating states in order to promote peer learning towards the successful implementation of the Program.
The Secretary to Gombe State Government, Professor Ibrahim Abubakar Njodi declared the Implementation Support Mission opened on behalf of the State Governor.
States from the North East as well as Plateau and Jigawa States participated in the Implementation Support Mission in Gombe.

Tinubu committed to inclusive, innovative development, says Bagudu
Minister of Budget and Economic Planning, Senator Abubakar Bagudu, has reaffirmed President Bola Tinubu’s commitment to inclusive, sustainable, and innovation-driven national development, emphasising that this commitment is essential to achieving his administration’s ambitious vision of a $1 trillion economy by 2030.
“Mr President believes that development must include everyone, be sustainable over time, and embrace innovation, because what worked yesterday may not work today,” he told participants at the inaugural Annual Advocacy Lecture of the Nathaniel Atebije Foundation for Planning Advocacy on Tuesday in Abuja.
Speaking to the lecture’s theme, which he said closely aligned with the federal government’s current priorities, he stated that Nigeria is finalising its 2026 National Development Plan, a critical component of the administration’s vision to transform the nation into a $1 trillion economy within the next five years.
“Nigeria is not where we want to be, but we are determined to move forward with clear choices and a shared vision to unite all Nigerians towards achieving a $1 trillion economy,” the minister stated.
While acknowledging the scale of the ambition, the minister emphasised that achieving such growth would require deliberate planning, strategic collaboration, and the active participation of intellectuals, professionals, and stakeholders across all sectors of society.
“This goal cannot be achieved in isolation. It requires deep thought, collaboration, and contributions from all sectors of our society,” he added.
He stressed that national development extends beyond economic policy, encompassing coordinated planning across physical, environmental, social, and financial domains.
According to him, the success of Nigeria’s development agenda rests on three pillars: inclusiveness, sustainability, and innovation.
“Development must include everyone, it must be sustainable over time, and it must embrace innovation, because what worked yesterday may not work today,” he noted.
Highlighting the critical role of physical planning, the minister described it as a key driver of economic progress and national stability.
He observed that many persistent conflicts across the country, particularly those over land use among farmers, herders, and communities, often result from inadequate or poorly implemented planning systems.
“Many of the conflicts we face today stem from how we use land and space. Poor planning breeds tension, while good planning fosters peace and prosperity,” he said.
Drawing on practical examples, the Minister illustrated how poorly managed urban and rural spaces can become flashpoints for conflict, reinforcing the need for proactive, structured, and inclusive planning approaches.
“Planning is not just about land or infrastructure; it is about people and how they live together,” he emphasised.
He further linked these priorities to the administration’s Renewed Hope Agenda, which aims to unify Nigerians around a shared vision for national progress.
He urged a shift away from dwelling on past shortcomings towards pragmatic, forward-thinking solutions.
“Rather than spend all our energy debating the past, we must focus on what unites us and drives collective action for the future,” he stated.
The minister also emphasised the importance of intergovernmental collaboration, noting that effective planning requires seamless coordination among federal, state, and local governments.
“Development is a shared responsibility. Federal, state, and local governments must collaborate to ensure planning is inclusive and effective,” he said.
He further emphasised the urgency of adopting modern approaches to address population growth and technological change.
“As our population grows and technology reshapes our world, we must plan more intelligently and proactively to meet emerging demands,” he added.
Concluding his remarks, the minister reiterated that Nigeria’s ability to achieve sustainable economic growth, reduce conflicts, and build a stable society will largely depend on how effectively it manages its physical and economic spaces.
“If we get our planning right—by being inclusive, sustainable, and innovative—we will create opportunities for all Nigerians and build a more prosperous and united nation,” he said.

Bagudu reaffirms commitment to $1 trillion economy target as Uzoka-Anite resumes
Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu, has emphasised the importance of strong policy coordination and strategic planning in achieving the Federal Government’s ambitious economic goals.
Receiving the new Minister of State for Budget and Economic Planning, Dr Doris Uzoka-Anite, on her assumption of duty on Monday, he said the target of growing Nigeria’s economy to $1 trillion by 2030 would be pursued vigorously.
He said the President Bola Tinubu administration plans to achieve this objective by growing the economy at 7 per cent annually, explaining that the upcoming National Development Plan (2026–2030) will guide economic reforms, investment priorities, and development initiatives across the country.
Bagudu welcomed Uzoka-Anite’s appointment and told her that, as the official planning authority of the country, the Federal Ministry of Budget and Economic Planning is responsible for preparing and coordinating national development plans, harmonising fiscal and economic policies, providing policy advice to the President, and coordinating development initiatives across the federal, state, and local levels.
The minister recalled recent discussions at the National Economic Council, which identified several key policy priorities to accelerate national development, including improved coordination among federal, state, and local governments, especially since state governments account for about 48% of public expenditure.
Other priorities, he said, involved increasing investment in security, securing ongoing funding for transformative infrastructure, and strengthening enforcement against illegal activities in the extractive sector, particularly crude oil theft and illegal mining.
He stated that the ministry continues to coordinate international development partnerships to support Nigeria’s economic growth, explaining that one recent milestone is the upgrade of bilateral relations between Nigeria and China to a comprehensive strategic partnership, which has led to several cooperation agreements focused on economic development.
In her response, Uzoka-Anite noted that for Nigeria to attain the desired level of growth, 95% of the economic development must be driven by the private sector, with the federal government contributing 5%.
She also advised that the Renewed Hope programme should be led by the private sector to achieve its objectives.
According to her, “I have no doubt that Mr President can achieve the one trillion dollar economy as he has started by laying the foundation for that to happen through the introduction of economic reforms and the implementation of the National Development Plan (NDP).”
She took the opportunity to thank President Bola Ahmed Tinubu for the chance to serve in his administration in various roles: first as Minister of Industry, Trade and Investment, then as Minister of State for Finance, and now as Minister of State for Budget and Economic Planning, and to serve on other economic committees.
Permanent Secretary of the Ministry of Budget and Economic Planning, Dr Deborah Odoh, remarked that the minister of state’s assumption of office at this significant time is most welcome.
We are confident that your distinguished experience in public service, finance, and economic management will further strengthen the Ministry's work as we continue to advance the Government’s economic reform agenda and improve the quality of national planning and budgeting.
She hoped that her insights, guidance, and engagement would add value to the work of the ministry and its agencies, noting that her presence would undoubtedly help strengthen the collective capacity of the leadership team as the management continues to deliver on the Ministry’s mandate in support of Mr President’s Renewed Hope Agenda.

FG Ramps Up Efforts to Sign Subsidiary Agreement With States To Participate in $500m HOPE Governance Program
The Permanent Secretary of the Federal Ministry of Budget and Economic Planning, Dr. Deborah O. N. Odoh, has stated that the Ministry is collaborating closely with the Federal Ministry of Finance to ensure that all 36 states of the Federation sign the Subsidiary Loan Agreement that would enable them to participate in and benefit from the @WorldBankGroup-assisted HOPE Governance Program, aimed at improving service delivery in the basic education and primary healthcare sectors.
Dr. Deborah Odoh made this remarks in Abuja on Wednesday when she received the HOPE Governance Team from the World Bank on a courtesy visit to her office.
“We have been strategising with the Federal Ministry of Finance with the involvement of our Honourable Minister Sen. Abubakar Atiku Bagudu. We will put in extra efforts to make it happen even faster given the time constraints. We have a timeline drawn up recently to achieve this,” she said.
The Permanent Secretary pledged to provide all the necessary institutional support to ensure that HOPE Governance delivers significant impact across the country.
“I’m glad we are having this meeting, which is long overdue and certainly we are here all the time. We expect to see more tangible results and impact shortly,” she said.
The World Bank Task Team Leader, HOPE Governance Program, Ikechukwu John Nweje, had earlier appealed to the Permanent Secretary to utilise all available channels within the Ministry to engage state governments and secure the signing of the Agreement, thereby enabling them to access funds under the Program upon verification of the Disbursement-Linked Results.
“However you can help us to fast track these processes, this will really be appreciated to get this program up and running in terms of disbursement,” he said.
He stressed that governance remains a key challenge to improved service delivery in the basic education and primary healthcare sectors, which is why the Federal Government, in collaboration with the World Bank, has initiated the HOPE Governance Program to address the issue.
“If the governance part fails, we will continue to have the same problems we are having on the sectoral side. That is why the ministers prioritised governance because they found out that governance is the issue in the two sectors that will help to unlock the ability to deliver results,” he stated.
Earlier, the National Coordinator of the HOPE Governance Program, Dr. Assad Hassan, stated that the meeting was convened with the World Bank to apprise the Permanent Secretary of the milestones recorded and the challenges encountered in the implementation of the Program so far.
The HOPE Governance Program is a $500 million World Bank-assisted initiative domiciled in the Federal Ministry of Budget and Economic Planning, aimed at promoting good governance in the administration of basic education and primary healthcare in Nigeria.

Farmers’ group proposes collaboration with FG on ward development programme.
President Bola Tinubu’s administration’s grassroots economic emancipation initiative, the Renewed Hope Ward Development Programme, has received support from a farmers' group, the Crop, Aquaculture, Livestock Farmers and Value Chain Economic Actors Association of Nigeria.
During a meeting with the Minister of Budget and Economic Planning, Senator Abubakar Bagudu, in Abuja on Wednesday, the group offered to collaborate with the federal government to accelerate the programme's implementation.
Unveiled last year by the president, the programme aims to reset development planning by boosting economic activities at the ward level through collaboration among the federal, state, and local governments.
Welcoming the delegation, led by Mr Aliyu Adulraheem, the minister emphasised the importance of dialogue between government institutions and organised stakeholders in advancing Nigeria’s development agenda.
He noted that the ministry remains willing to collaborate with professional associations, civil society organisations, and private-sector actors to carry out its mandate more effectively.
According to the minister, the Renewed Hope Ward Development Programme is a significant effort to overhaul Nigeria’s development framework by promoting stronger cooperation among the federal, state, and local governments, while also involving citizens and development partners in a “whole-of-society” approach to national progress.
He explained that Nigeria’s constitutional framework assigns development responsibilities to the three tiers of government, but in practice, these roles have not always been well coordinated, often resulting in duplication, inefficiencies, and interruptions in development initiatives.
“The Renewed Hope Ward Development Programme aims to address this by concentrating development planning at the ward level, which is the lowest administrative unit in Nigeria’s governance structure,” the minister said.
He stated that Nigeria has 8,809 wards, each with unique economic prospects that can be accessed through targeted interventions.
“Our belief is that every ward in Nigeria is an acre of diamonds waiting to be uncovered. Each community has its own strengths and potential, and development strategies must reflect these distinctive qualities," he said.
The minister explained that the programme aims to enable communities to identify their own development opportunities rather than relying solely on a top-down approach. Under the initiative, wards will determine their priority economic opportunities, after which the federal government, state governments, local authorities, and development partners will work together to provide the necessary support.
He emphasised the importance of human capital as the main resource of any community, stressing that development planning must start with an understanding of the people and skills present within each locality.
In reference to President Bola Tinubu’s vision of transforming Nigeria into a $1 trillion economy, the minister stated that decentralised development initiatives, such as the Renewed Hope Ward Development Programme, would play a key role in unlocking economic opportunities across the country.
The ministry’s Permanent Secretary, Dr Deborah Odoh, praised CALFAN for its dedication to bolstering Nigeria’s agricultural sector and recognised the vital role of partnerships in fostering inclusive economic growth.
She noted that agriculture remains a critical pillar of Nigeria’s economic transformation, playing a major role in food security, employment generation, rural development, and economic diversification.
“The Renewed Hope Ward Development Programme aims to unlock economic opportunities at the grassroots level by supporting community-driven initiatives that can boost productivity and prosperity within each ward across the federation,” she said.
She added that working with organised groups like CALFAN could help improve programme delivery and strengthen engagement with farmers, co-operatives, producers, and other stakeholders across the agricultural value chain.
In response, CALFAN’s National President, Abdulraheem, outlined the association’s proposal to serve as a field-level implementation partner for the Renewed Hope Ward Development Programme.
He highlighted CALFAN’s extensive grassroots structure, including Ward-Level Extension Service Offices (WESOs) and a digital platform that supports real-time beneficiary identification, community mobilisation, data collection, and monitoring of development activities.
The presentation states that the proposed platform will facilitate economic mapping of rural communities, infrastructure assessments, digital surveys, and real-time data collection to support evidence-based policy decisions and programme monitoring. CALFAN highlighted its inclusive approach that encompasses the entire agricultural value chain, including farmers, input suppliers, processors, transporters, traders, and service providers.
The meeting offered an opportunity for dialogue on how CALFAN’s grassroots infrastructure and digital platforms could support the Federal Government’s efforts to promote inclusive economic growth and grassroots development.
It concluded with appreciation for CALFAN’s presentation and a commitment to ongoing engagement and collaboration to advance the goals of the Renewed Hope Ward Development Programme and Nigeria’s broader economic development agenda.
