A year into the fake ceasefire in Gaza, and not a single hospital is fully operational. This is an intentional policy by Israel and the Board of Peace to make life unlivable for the victims of the genocide:
1) Gaza has 36 hospitals. None of them is fully functional, according to a new report from Physicians for Human Rights-Israel. In October 2025 there were 103 ICU beds. By July 2026 there were 104. There is no MRI machine anywhere in the Strip. Israel controlled every crossing for the entire year.
2) Israel denies some of teh most important medical equipment claiming it is "dual use," and it has put incubators, ventilators, wheelchairs, prosthetic parts and mobile maternity units on the list. On 6 June it turned down rehabilitation equipment on the grounds that "fitness equipment does not conform with humanitarian policy." Gaza has more than 5,000 amputees.
3) COGAT's own figures show that 69 percent of the medical goods it approved between January and May never got in.
4) Patients used to go to Palestinian hospitals in the West Bank and East Jerusalem. That route has been shut by a blanket directive with no exceptions. On 19 July the High Court heard the case, received a security briefing behind closed doors that the judges themselves called vague, and declined to intervene.
5) The Gaza Health Ministry counts at least 1,570 patients who died while waiting for evacuation, 264 of them children. Before the war, 50 to 100 patients left Gaza for treatment every day.
6) The Board has never identified the dual-use regime or the closed medical corridor as a breach. Its recovery plan, presented on 23 September, is scheduled to begin "the moment funding and access allow." The Board is useless.
7) Then there is the money. Members pledged $17 billion in February. By April the Board had taken in less than $1 billion, from three contributors.
PHR-Israel concludes that the conditions it described in July 2025 as calculated to destroy the population carried on through the ceasefire. The conditions in Gaza are therefore genocidal even without any bombs dropped, and they are dropped every day. The Board of Peace is giving this full support and legitimacy. Not surprising when Kushner has stock in Israeli arms companies.

🚨 Joint Statement by Israeli NGOs:
Urgent call to the international community to take immediate action to stop Israel’s violence and prevent pogroms by settler militias and the Israeli army across the West Bank
In recent days, violence by settler militias, enabled and supported by the Israeli army, has escalated across the West Bank, including the torching of Palestinian structures, the destruction of property, and the forced expulsion of families and communities. These attacks have been met with silence and inaction from much of the international community, allowing the violence to continue and intensify.
While still unclear, today's event in the village of Tell (Area B) with the killing of 4 Palestinians and 1 settler and several people injured is leading to escalated settlers' violence in the area with settlers calling for further revenge attacks which already started across the West Bank. Experience shows that these events can escalate quickly into mass pogroms when met with silence.
We call the international community to act now. Immediate pressure on Israel is required to stop further attacks, prevent pogroms and further killings, and ensure the protection of Palestinians, in accordance with Israel's obligations under international law.

The UNGA 81st Session #UNGA81 should promote four priorities related to Palestine:
First, protect humanitarian action by ensuring aid is delivered exclusively in accordance with international humanitarian law and humanitarian principles, opposing mechanisms that politicize, militarize, or instrumentalize relief, and insisting on Israel's obligation to facilitate full and unhindered humanitarian access.
Second, give practical effect to the Palestinian people's right to self-determination by advancing the realization of a sovereign Palestinian State comprising Gaza and the West Bank, including East Jerusalem, and by cooperating to bring Israel's unlawful presence in the occupied territory to an end.
Third, move beyond rhetoric on accountability by adopting concrete diplomatic, legal, and economic measures that ensure respect for the UN Charter, international humanitarian and human rights law, while strengthening support for international courts and other accountability mechanisms.
Fourth, establish an international reparations mechanism capable of documenting injury, preserving claims, and administering restitution, compensation, and other forms of reparation for Palestinians harmed by Israel's internationally wrongful acts, drawing on lessons from existing international reparations mechanisms while reflecting the unique findings of the ICJ.
These priorities are not entirely novel. They follow directly from the legal consequences identified by the International Court of Justice and the New York Declaration on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution. I explore the duty to cooperate, and what it requires of States and international organizations two years after the Court's landmark 2024 Advisory Opinion, in my ICJ anniversary article: linkedin.com/pulse/after-cou…

Two years ago, on 19 July 2024, the International Court of Justice confirmed that Israel's continued presence in the occupied Palestinian territory is unlawful and clarified the obligations of all States not to recognize or assist that unlawful situation, and to cooperate in bringing it to a rapid end.
Since then, the law has become clearer. Implementation has not.
This article reflects on what has changed over the past two years, with particular attention to developments in the West Bank and Gaza, and the continuing uncertainty surrounding the duty of international cooperation. It argues that the principal challenge today is no longer identifying the applicable law, but giving practical content to one of the Court's most significant findings: the obligation of States to cooperate in bringing an unlawful situation to an end.

Even a cursory reading of the @cogatonline report reveals serious factual and legal flaws. That should come as no surprise to any impartial reader.
The report repeatedly equates aid entering Gaza with aid reaching civilians, yet the law of occupation requires an occupying Power to facilitate effective humanitarian relief, not merely record truckloads at a crossing.
It substitutes aggregate tonnage for meaningful access, attributes virtually every operational failure to Hamas while overlooking restrictions imposed through its own capricious, arbitrary and unlawufl registration regime, and measures compliance against self-selected benchmarks rather than the humanitarian needs of a protected population.
International humanitarian law asks a different question: not how much crossed a border, but whether civilians actually received the assistance to which they are entitled. That distinction remains conspicuously absent.
In light of the attempts by Hamas and other parties to misrepresent the humanitarian situation in Gaza since the start of the ceasefire, COGAT is publishing a comprehensive report today to present a full picture of the humanitarian situation in the Gaza Strip to the international community. The report is based on information received from international organizations, the UN, online reports, and studies conducted by professionals and experts in the humanitarian field.
The data in the report is clear and does not leave room for any doubt - the humanitarian situation has been stable since the start of the ceasefire, and the volume of aid that has entered Gaza far exceeds humanitarian needs.

The Spectator just told its readers the evidence that Israel deliberately targeted children in Gaza "simply isn't there," and that the UN's 94-page report is "a doctor's guess."
Here is what is actually in the report, Jonathan Sacerdoti says is empty:
• Two independent forensic pathologists. CT scans. Forensic analysis in 15 of 17 cases.
• An audio ballistic analysis that identified the exact weapon and the firing distance.
• A 10-day-old baby was shot in the head while breastfeeding in his mother's tent in Nuseirat. Named. Dated. The bullet was analysed.
He calls this "unverified" with "nothing connecting the dots." The report cross-references every source and authenticates it with geolocation, metadata and forensic imaging.

Last week, the Israeli government stripped the Palestinian Authority of its planning and construction powers in Hebron’s H2 area. In other words, Israel has given itself the authority to build within the Cave of the Patriarchs, a site holy to both Muslims and Jews, and to establish settlements in parts of Hebron where more than 30,000 Palestinians live. Previously, such projects required approval from the Palestinian Authority. The decision also gives Israel the authority to build within the Tomb of Othniel ben Kenaz, located in the part of Hebron administered by the Palestinian Authority.

At this @OxfordUnion debate the speakers opposing the motion appear to all be rabid anti-Palestinian racists and Hen Mazzig is an alleged serial sexual harasser.
Putting that to one side, the speech from Einat Wilf is little more than a polished example of Israeli hasbara.
Her framing misrepresents the facts and paints the Israel-Palestine conflict as one where heroic, peace-seeking Israel repeatedly offers reasonable deals that irrational, violent Palestinians always reject. This is in itself a racist anti-Palestinian trope designed to justify the mass slaughter and dehumanisation of Palestinians. It also blames the victim of Israel's settler-colonial apartheid enterprise.
Debunking Wilf's claims requires lengthy nuanced analysis. For example, her claim regarding the 1947 UN partition plan, that Jews said yes to a fair deal and Arabs rejected it and attacked, is an oversimplification and highly misleading.
The 1947 UN Partition Plan for Palestine was imposed without Palestinian consent and violated the fundamental principles of the right to self-determination.
The proposed Arab state in this partition plan was fragmented and economically unviable.
Zionists reservedly accepted the partition plan with full preparedness and plans to use it as a tactical base for further the expansion and colonisation of Palestine (Ben-Gurion and others were explicit about this).
Palestinian Arab rejection of the partition plan was both reasonable and entirely rational as they sought to oppose the ethnic partition, carving up and division of their country, and they also anticipated violent dispossession.
What came after the partition plan was not simply a case of the Zionists defending themselves.
Zionist forces executed Plan Dalet, which involved systematic expulsion, massacres, and destruction of ~500+ Palestinian villages — the Nakba (catastrophe). Up to 750,000 Palestinians became refugees as a result of the terrorism of the Zionist paramilitaries. This was ethnic cleansing to create and maintain Jewish-majority state, not simply an unfortunate byproduct of war. A deliberate and planned act of demographic engineering.
This is just the first example of where @EinatWilf is misleading her audience and promoting baseless propaganda.
Oxford debate is done! Kudos to the amazing team of @emilykschrader @HenMazzig @AviMayer
More impressions later, but for now - here is the text of my talk in opposition to the proposition "This House Believes Israel Never Truly Wanted Peace with Palestine":
Israel wanted peace. Truly. Repeatedly.
And yet, from the minute the United Nations voted for the Partition Plan in 1947, we have been under attack. The Arabs threatened to use force to prevent the establishment of a Jewish state on any part of our homeland, and they proceeded to make good on that threat.
And what did that Partition Plan call for anyway? Was it some grave injustice to the Arabs? No. Most of the fertile land was to go to what would have become the Palestinian Arab state, while the Jewish state would be relegated to three pieces of barely contiguous, mostly arid non-arable territory.
And yet, the Jews said yes. But the Arabs said no. First the Palestinian Arab militias attacked and then in May 1948, every Arab nation surrounding us and beyond invaded. And this is the only reason why there were ever any refugees from that war. The only reason.
Israel managed to survive the 1948 Arab war, and we would have been happy to just live in peace.
Remember, at the end of the 1948 war, Jordan annexed the West Bank and Egypt administered Gaza. There was nothing – absolutely nothing - to prevent them from creating one more Arab state on these territories for the Palestinians.
They did not.
Instead, they chose to continue the war against Israel, which is how Israel came to control the West Bank and Gaza. It was not in some aggressive land grab. It was after multiple Arab armies surrounded us - again - and in May 1967, announced: “This is our chance Arabs, to deal Israel a mortal blow of annihilation . . .”
Israel won that war in six days, but even then, we offered peace, making it, as Abba Eban (of Cambridge, much better I believe, I went there too…) wryly observed “the first war in history that on the morrow the victors sued for peace and the vanquished called for unconditional surrender."
And, what was the Arab and Palestinian response to Israel offering peace? "No to peace with Israel, no to recognition of Israel, no to negotiations".
But we still hoped for peace. So, we entered the Oslo Peace process in 1993. And in September 2000, just when many Israelis, including me, truly believed that a two-state solution was close, Palestinians launched the Second Intifada escalating into a brutal campaign of suicide bombings that left over 1000 Israelis shred to bloody pieces with thousands more maimed for life.
Yet, through all that, when in December 2000, President Bill Clinton put a peace deal on the table that would have given the Palestinians all of Gaza, 96% of the West Bank with comparable land swaps from within Israel, no settlements, safe passage between the two territories, most of the Old City, Arab East Jerusalem for a capital and an international force replacing the IDF on the West Bank - it was Israel that said yes.
There was no excuse for the Palestinians not to take this deal. None. But the Palestinians, led by Yasser Arafat, walked away, choosing instead to continue blowing us up through suicide bombings.
Ultimately this led to the construction of the security barrier, checkpoints, roadblocks in the West Bank which thankfully brought, for a while, an end to this reign of bloody terror.
You would think we would get the message, but in 2008 it was Israel, through Prime Minister Olmert, who made yet another peace offer, A near-total Israeli withdrawal from the West Bank, with close to 100% land swaps; No settlements, A link to the Gaza Strip; Arab East Jerusalem as capital of Palestine. Israel would have given up sovereignty over all of the Old City – including the single holiest site to the Jewish people, The Temple Mount, which would be overseen by an international trusteeship.
Again, there was no excuse for the Palestinians not to accept it. None. But under President Abbas, the Palestinians walked away from that, too.
Israel even disengaged from Gaza in 2005, removing all settlements, allowing ourselves to believe that the elected government of Hamas wanted to focus on improving their people’s lives, instead of destroying ours.
We were so desperate to believe this that we ignored all the red flags, allowing numerous Gazans to enter Israel to work, study and get specialized medical care.
But all this emphasis on economic development and work permits was part of a carefully built deception, as Hamas leaders later boasted, to lull Israelis into thinking they really were going to mind their own business and live calmly next to us – while they were planning something very very different.
On Oct 7, 2023 3000 trained and armed Palestinians invaded Israel from Gaza. Much of the intelligence they relied on came from the very Palestinians we allowed into Israel on work and study and medical permits. They massacred. They pillaged. They engaged in acts of gleeful sadistic brutality which I still lack the heart or the stomach to describe. They took 251 hostages – elderly men and women, mothers, fathers, children, babies. And it was not just trained militants, thousands of so-called “Ordinary ‘innocent’ civilian Palestinians” joined enthusiastically in the frenzy of manic violence, committing horrific acts of brutality.
And when the IDF went into Gaza, as they had to, to ensure that the Palestinians could never again do this to us, they found a completely weaponized landscape: Tunnels running under and opening into every house, mosque, hospital, and school. A land filled with booby traps making it impossible for us to fight without doing enormous damage to Gaza. And Hamas, who remained hidden in tunnels and in civilian clothing, designed it this way. This is what we were facing.
So do not dare look at us and propose that “Israel Never Truly Wanted Peace with Palestine”. If anything, we wanted it too much. We made offer after offer of peace. We absorbed endless aggression.
But we are not going to let ourselves be annihilated to convince you that we want peace. And we will certainly not accept peace on any terms. Some of you demand a one state solution and pretend that two peoples, connected to the same land but with distinct religions, values, cultures, languages and histories, who have never lived in peace, will magically exist in peace and harmony if only they live in one state. And frankly, far too often this call for a one state solution is not naive or delusional but a carefully calculated attempt to rob Jews of their right to self-determination to be a free people in our own land.
In this, we are no fools. We have a millennia long history of being persecuted and subjugated by one people after another, and we are not about to give up our one and only state to go back to being at the mercy of others.
We do want peace and we are willing to go far to make it happen, but we will not give up our state for it.
So now, it is your turn, Palestinians, to answer the question that somehow no university seems to debate – When did you ever truly want peace with the one Jewish state?

Chair, Excellencies,
I am grateful for the opportunity to address you today on the systematic de-registration and administrative constriction of international non-governmental organizations operating in the Occupied Palestinian Territory.
I’m equally grateful to the Committee for raising this matter of utmost concern during the Security Council Open Debate on the Question of Palestine last week. It goes to the heart of international humanitarian law and the integrity of multilateral cooperation in support of the Palestinian people.
Allow me to begin where international law itself requires us to begin: with consequences for civilians and for the humanitarian system that exists to protect them.
On 30th December 2025, thirty-seven international non-governmental organizations - including the Norwegian Refugee Council - were notified that their registrations with Israel, the occupying Power, would expire within sixty days, without substantive assessment of pending applications or guidance on compliance.
Across Gaza and the West Bank, the de-registration of INGOs is already producing measurable harm. Since early January 2026, organizations without renewed Israeli registration have been denied staff rotations into Gaza. Programmes have been interrupted, supply chains destabilised, and life-saving operations constrained.
This is not a marginal technical disruption. INGOs implement substantial proportions of shelter, health, water, food security, protection, and education activities. They operate through UN coordination systems with the host government of Palestine, in partnership with Palestinian NGOs and UN Agencies, including UNRWA, and within donor-validated compliance frameworks.
When INGOs are impeded, humanitarian delivery does not simply slow down —it fractures. The Palestinian population bears the cost, in reduced access to medical care, shelter, sanitation, and food.
From this operational reality, we must turn to its deeper legal and political significance: its relationship to Palestinian self-determination and permanent sovereignty.
The International Court of Justice has affirmed that the right of the Palestinian people to self-determination is a peremptory norm of international law. It has further held that Israel’s presence and associated practices in the Occupied Palestinian Territory are unlawful, and that all States must cooperate to bring that situation to an end. Unconditionally, and as rapidly as possible.
Humanitarian assistance is not external to this legal framework. It is an integral part of it.
Subordinating humanitarians' presence to Israeli administrative discretion amounts to the assertion of political authority over a core dimension of sovereign Palestinian civic life. It risks transforming relief into an instrument of subjugation.
De-registration is therefore not merely an administrative act. It is part of a wider architecture of domination over Palestinian territory and people.
A genuinely technical system to facilitate the presence of INGOs, invited by the State of Palestine, would be rule-bound and reasoned. The existing framework exhibits none of these attributes.
Central to this system is the demand for comprehensive national staff lists and detailed response plans. This requirement has been presented as a security measure. In reality, it functions as a coercive instrument within a wider regime of control.
INGOs are legally unable to comply due to binding data protection law, donor contractual obligations, and labour protections.
Compliance would expose organizations to regulatory sanctions, contractual liability, and serious protection risks for staff and beneficiaries. Refusal is therefore not political defiance. It is a legal obligation.
From the standpoint of international law, this situation is indefensible.
The International Court of Justice has reaffirmed - most recently in the October 2025 Advisory Opinion - that, where the civilian population is inadequately supplied, Israel, as the occupying Power, is under an unconditional obligation to agree to and facilitate humanitarian relief.
This obligation is one of result (meaning, acceptance) and conduct (active facilitation). It cannot be subordinated to political preferences.
Article 63 of the Fourth Geneva Convention guarantees the continued operation of relief societies, subject only to temporary and exceptional security measures. Systemic de-registration, political vetting, and structural obstruction fall far outside this narrow exception.
The Court has further grounded these duties in peremptory norms, including the right to self-determination.
In other words, Palestinians have a right to request and receive aid, and impartial humanitarian organizations enjoy a corollary right to provide.
When breached, it gives rise to obligations erga omnes. Obligations owed to the international community as a whole. All States have a legal interest in their protection. All States have duties of non-recognition, non-assistance, and cooperation.
This has concrete implications. Acquiescence in unlawful restrictions risks breaching international responsibility. Accepting de-registration as a technical matter, while knowing its legal and operational effects, amounts to indirect assistance in an unlawful situation.
Chair,
What emerges from this record is clear.
INGOs in the Occupied Palestinian Territory are legally authorised under international humanitarian law to continue and operate. They are registered under Palestinian law. They are embedded within UN coordination structures. They are trusted by donors. They are operationally capable and vital. They are normatively compliant.
Their marginalisation is not the product of regulatory failure. It is the product of a political assault by Israel on imperative humanitarian relief, on peace, and human security.
If such practices are normalised in Palestine, they will not remain confined to Palestine. They will become part of the global repertoire of humanitarian restrictions. The erosion of humanitarian independence in Palestine will reverberate elsewhere.
The Committee therefore has a vital role to play.
First, in insisting that unlawful registration measures be withdrawn.
Second, in affirming that humanitarian access cannot be made conditional on political compliance with the whims of the occupant, or with those of any other alien ruler.
And third, in supporting Member States in fulfilling their duty to cooperate to bring violations to an end.
International law, in this context, is not uncertain. It is established and explicit.
The Court has spoken. The General Assembly has endorsed. The Security Council has decreed. The humanitarian system has complied. What remains is whether States – all States – will act accordingly.
The inalienable rights of the Palestinian people cannot be realised where humanitarian presence is precarious, conditional, and politicised.
Palestinians are entitled to assistance that is independent, protected, and governed by law rather than external custodianship or profit.
That is not a matter of charity. It is a matter of legal obligation.
Thank you.

Since October 2023, Israel forcibly transferred 44 Palestinian communities in the West Bank: 433 families – 2,701 people, including 1,226 minors.
13 more communities, comprising 78 families and 452 people, were partially transferred.
The Palestinian residents are forcibly transferred from their homes by a combination of settler violence, military actions, demolitions and land grabs.
Expelling communities and taking over huge swathes of land are part of Israel's efforts to ethnically cleanse the West Bank.
